Why Putin is laughing 112

Charles Krauthammer comments on the reduction-of-arms negotiations between Obama and the Russian leadership:  

We could today terminate all such negotiations, invite the Russians to build as many warheads as they want, and profitably watch them spend themselves into penury, as did their Soviet predecessors, stockpiling weapons that do nothing more than, as Churchill put it, make the rubble bounce.

Obama says that his START will be a great boon, setting an example to enable us to better pressure North Korea and Iran to give up their nuclear programs. That a man of Obama’s intelligence can believe such nonsense is beyond comprehension [but why doesn’t this cause CK to revise his opinion that Obama is intelligent? JB]. There is not a shred of evidence that cuts by the great powers — the INF treaty, START I, the Treaty of Moscow (2002) — induced the curtailment of anyone’s programs. Moammar Gaddafi gave up his nukes the week we pulled Saddam Hussein out of his spider hole. No treaty involved. The very notion that Kim Jong Il or Mahmoud Ahmadinejad will suddenly abjure nukes because of yet another U.S.-Russian treaty is comical.

The pursuit of such an offensive weapons treaty could nonetheless be detrimental to us. Why? Because Obama’s hunger for a diplomatic success, such as it is, allowed the Russians to exact a price: linkage between offensive and defensive nuclear weapons.

This is important for Russia because of the huge American technological advantage in defensive weaponry. We can reliably shoot down an intercontinental ballistic missile. They cannot. And since defensive weaponry will be the decisive strategic factor of the 21st century, Russia has striven mightily for a quarter-century to halt its development. Gorbachev tried to swindle Reagan out of the Strategic Defense Initiative at Reykjavik in 1986. Reagan refused. As did his successors — Bush I, Clinton, Bush II.

Obama, who seeks to banish nuclear weapons entirely, has little use for such prosaic contrivances. First, the Obama budget actually cuts spending on missile defense, at a time when federal spending is a riot of extravagance and trillion-dollar deficits. Then comes the “pause” (as Russia’s president appreciatively noted) in the planned establishment of a missile shield in Eastern Europe. And now the “Joint Understanding” commits us to a new treaty that includes “a provision on the interrelationship of strategic offensive and strategic defensive arms.” Obama further said that the East European missile shield “will be the subject of extensive negotiations” between the United States and Russia.

Obama doesn’t even seem to understand the ramifications of this concession. Poland and the Czech Republic thought they were regaining their independence when they joined NATO under the protection of the United States. They now see that the shield negotiated with us and subsequently ratified by all of NATO is in limbo. Russia and America will first have to “come to terms” on the issue, explained President Dmitry Medvedev. This is precisely the kind of compromised sovereignty that Russia wants to impose on its ex-Soviet colonies — and that U.S. presidents of both parties for the last 20 years have resisted.

Resistance, however, is not part of Obama’s repertoire. Hence his eagerness for arcane negotiations over MIRV’d missiles, the perfect distraction from the major issue between the two countries: Vladimir Putin’s unapologetic and relentless drive to restore Moscow’s hegemony over the sovereign states that used to be Soviet satrapies.

That — not nukes — is the chief cause of the friction between the U.S. and Russia. You wouldn’t know it to hear Obama in Moscow pledging to halt the “drift” in U.S.-Russian relations. Drift? The decline in relations came from Putin’s desire to undo what he considers “the greatest geopolitical catastrophe” of the 20th century — the collapse of the Soviet empire. Hence his squeezing Ukraine’s energy supplies. His overt threats against Poland and the Czech Republic for daring to make sovereign agreements with the United States. And finally, less than a year ago, his invading a small neighbor, detaching and then effectively annexing two of Georgia’s provinces to Mother Russia.

That’s the cause of the collapse of our relations. Not drift, but aggression. Or, as the reset man referred to it with such delicacy in his Kremlin news conference: “our disagreements on Georgia’s borders.”

Obama tightens the Iranian fist 94

John Ellis writes in Front page Magazine of the effect Obama had on the incipient Iranian revolution (read it all here):

In a situation like this, Barak Obama was not powerless to affect the outcome, as his defenders suggest.  As spokesman for the most powerful nation on earth, he was in a position to make a real difference to the all-important psychology on both sides—and that is exactly what he did.  But instead of building up the confidence of the protesters (and simultaneously undermining that of the security apparatus) with encouragement and a ringing endorsement of what they were doing, what he actually did was to give comfort to the forces of repression and undermine the confidence of the Iranian people. 

Was this factor important enough to affect the outcome?  We can never know for sure, but we can say two things with certainty.  First, that this was evidently a close call for the regime, and that, to judge from the visible uncertainty of the security forces in the early going, the tipping point was nearly reached.  And second, that Obama’s words discouraged the protesters in the street, and gave aid and comfort to the Ahmadinejad regime.  We can only conclude that it is quite possible, though not certain, that in a closely balanced situation Obama’s words retarded momentum that had neared the tipping point and thus saved the day for the regime. 

What about his later self-correction?  There can be no doubt that it was completely irrelevant.  The crisis of confidence had already passed.  Obama spoke up only after the security forces had begun to seriously crack down—in other words, only after they knew what the outcome would be, as did the protesters.  By the time he changed his tune, what he said no longer had any power to affect the outcome.  

The stakes in this potential Iranian revolution were enormous.  Iranian mischief-making throughout the Middle East could have been ended, and a force for the good in the region could have replaced its most persistent source of evil.  Obama had claimed that his diplomatic skill could solve the Iranian nuclear threat where George W. Bush had failed, but when an opportunity was presented to him to do much more than this, he squandered it in one of the worst foreign policy blunders since Jimmy Carter.

We aren’t so sure about ‘a force for the good’ replacing the present Iranian regime if the incipient revolution had succeeded. We aren’t sure that any likely or possible change in Iran would be all that great. But some change might have brought some relief. Anyway, we agree that Obama once again betrayed the better side.

The good, the bad, and the ugly 43

We strongly recommend this brilliantly clear, highly informative, and supremely  relevant speech by Colonel Richard Kemp, CBE, erstwhile Commander of British Forces in Afghanistan. Its subject is ‘the practicalities, challenges and difficulties faced by military forces in trying to fight within the provisions of international law against an enemy that deliberately and consistently flouts international law.’ The good against the bad. 

We only question whether reporters will tell the truth when they are shown it in the ways that Colonel Kemp advises. With reason, we do not trust the mainstream media. They have demonstrated amply and often that they are, for the most part, on the side of the terrorists.  They are the ugly.

Sauce for the goose 222

… but not for the gander. 

We hope that Israel will destroy Iran’s nuclear facilities by force. We have noticed that talking to Iran  accomplishes nothing.

Obama’s anti-Israel administration is plainly trying to make it hard for Israel to take action against Iran.  

But Israel is a sovereign state and will make its own defense decisions.   

When Sarah Palin said so, her media critics called it ‘stupid’.

When Joe Biden says it  … 

James Taranto writes in the Wall Street Journal:

Over the weekend, as we noted yesterday, Vice President Biden said that if Israel decides it needs to take military action against the Iranian nuclear-weapons program, the U.S. will not “dictate” otherwise. A reader points out that Sarah Palin, who ran against Biden in last year’s election, said much the same thing in a September interview with ABC’s Charlie Gibson:

Gibson: What if Israel decided it felt threatened and needed to take out the Iranian nuclear facilities?

Palin: Well, first, we are friends with Israel and I don’t think that we should second-guess the measures that Israel has to take to defend themselves and for their security.

Gibson: So if we wouldn’t second-guess it and they decided they needed to do it because Iran was an existential threat, we would cooperative or agree with that.

Palin: I don’t think we can second-guess what Israel has to do to secure its nation.

Gibson: So if it felt necessary, if it felt the need to defend itself by taking out Iranian nuclear facilities, that would be all right.

Palin: We cannot second-guess the steps that Israel has to take to defend itself.

Palin reiterated the point in a later interview with CBS’s Katie Couric.

This column agrees with both Biden and Palin and is glad to see that the bipartisan consensus recognizing Israel’s right to defend itself appears sturdy. But we suspected not everyone would be so consistent, so we went back to see what people had said about Palin.

Matthew Yglesias, who when he was young drew much praise for his thoughtful and fair-minded commentary, wrote a blog post titled “Palin: If Israel Wants to Bomb Bomb Bomb, Bomb Bomb Iran, That’s Okay With Me”:

Palin reiterated her absurd view that the President of the United States shouldn’t “second-guess” Israeli policy under any circumstances.

Palin is okay at repeating various “pro-Israel” buzzwords, but she can’t run away from the fact that her underlying position on this topic is stupid.

So when Biden said the same thing, did Yglesias call it “absurd” and “stupid”? Well, is the pope Italian? Here’s what he wrote yesterday:

This is being read by some . . . as a “green light” for an Israeli attack. . . . I think the most straightforward reading of what Biden said is rather different, he’s trying to distance the United States from any possible Israeli military action by making it clear that what Israel does or doesn’t do is decided in Israel rather than in Washington.

The main problem with this, I think, is that probably nobody’s going to believe it. Already you see many Americans taking Biden’s statement that the U.S. doesn’t control Israeli policy to “really” mean that the U.S. is encouraging Israel to attack.

When Palin says it, it’s stupid. When Biden says it, he gets graded on a curve: The problem is that other people are too stupid to understand the deep subtlety of Biden’s thinking.

Then there’s M.J. Rosenberg of TalkingPointsMemo.com. In September, he described Palin as “robotic” and suggested that she is the puppet of a Jewish cabal:

Now we know why among the very first people Sarah Palin sat down with after being nominated was [sic] Joe Lieberman and the head of AIPAC.

She needed the latest talking points and, boy, did she learn her lines. . . .

In other words, under the Palin administration, we won’t second guess Israel. I think I’ve got it.

Palin sure has.

And when Biden said it? Rosenberg kept mum until he was persuaded that the vice president’s words didn’t really reflect U.S. policy. Then he wrote this:

The President said today that he has “absolutely not” given Israel a “green light” to attack Iran.

So Biden either misspoke, was misinterpreted, or has just been corrected by his boss. Israel will get no green light to attack. We will, as Obama said all along, rely on diplomacy to solve the Iran problem.

Fair enough, right? Wrong. Look what Palin said to Charlie Gibson just before he asked about a hypothetical Israeli strike:

Gibson: So what do you do about a nuclear Iran?

Palin: We have got to make sure that these weapons of mass destruction, that nuclear weapons are not given to those hands of Ahmadinejad, not that he would use them, but that he would allow terrorists to be able to use them. So we have got to put the pressure on Iran and we have got to count on our allies to help us, diplomatic pressure.

Gibson: But, Governor, we’ve threatened greater sanctions against Iran for a long time. It hasn’t done any good. It hasn’t stemmed their nuclear program.

Palin: We need to pursue those and we need to implement those. We cannot back off. We cannot just concede that, oh, gee, maybe they’re going to have nuclear weapons, what can we do about it. No way, not Americans. We do not have to stand for that.

What Palin said last year was precisely what Obama and Biden have now said: Diplomacy is the optimal way of dealing with the Iranian nuclear threat, but if it fails, Israel has a right to defend itself. In a way, the inconsistency of some of Palin’s critics is reassuring. It shows that a good deal of anti-Israel sentiment is mere partisanship masquerading as something uglier.

The best nothing that money can buy 97

Thomas Sowell writes in part:

On the international stage, the great arena for doing nothing is the United Nations.

We have, for example, been doing nothing to stop Iran from getting nuclear bombs, but it has been elaborate, multifaceted and complexly nuanced nothing.

Had there been no United Nations, it would have been obvious to all and sundry that we were doing nothing– and that could have had dire political consequences at election time.

However, thanks to the United Nations, there is a place where political leaders can go to do nothing, with a flurry of highly visible activity– and the media will cover it in detail, with a straight face, so that people will think that something is actually being done.

There may be televised statements and counter-statements– passionate debate among people wearing exotic apparel from different nations, all in an impressive, photogenic setting. U.N. resolutions may be voted upon and published to the world. It can be some of the best nothing that money can buy.

Even when United Nations resolutions contain lofty and ringing phrases about the “concerns” of “the international community” or invoke “world opinion”– or perhaps even warn of “grave consequences”– none of this is likely to lead any country to do anything that it would not have done otherwise.

Iran, for example, has for years ignored repeated U.N resolutions and warnings against building nuclear facilities that can produce bombs. There is not the slightest reason to believe that they will stop unless they get stopped.

Certainly doing nothing will not stop them– not even elaborate diplomatic nothing or even presidential international speech-making nothing.

Obama the dictator 10

Charles Krauthammer writes:

Obama the Humble declares there will be no more “dictating” to other countries. We should “forge partnerships as opposed to simply dictating solutions,” he told the G-20 summit. In Middle East negotiations, he told al-Arabiya, America will henceforth “start by listening, because all too often the United States starts by dictating.”  

An admirable sentiment. It applies to everyone — Iran, Russia, Cuba, Syria, even Venezuela. Except Israel. Israel is ordered to freeze all settlement activity. As Secretary of State Clinton imperiously explained the diktat: “a stop to settlements — not some settlements, not outposts, not natural-growth exceptions.”

What’s the issue? No “natural growth” means strangling to death the thriving towns close to the 1949 armistice line, many of them suburbs of Jerusalem, that every negotiation over the past decade has envisioned Israel retaining. It means no increase in population. Which means no babies. Or if you have babies, no housing for them — not even within  the existing town boundaries. Which means for every child born, someone has to move out. No community can survive like that. The obvious objective is to undermine and destroy these towns — even before negotiations.

To what end? Over the last decade, the U.S. government has understood that any final peace treaty would involve Israel retaining some of the close-in settlements — and compensating the Palestinians accordingly with land from within Israel itself.

That was envisioned in the Clinton plan in the Camp David negotiations in 2000, and again at Taba in 2001. After all, why turn towns to rubble when, instead, Arabs and Jews can stay in their homes if the 1949 armistice line is shifted slightly into the Palestinian side to capture the major close-in Jewish settlements, and then shifted into Israeli territory to capture Israeli land to give to the Palestinians?

This idea is not only logical, not only accepted by both Democratic and Republican administrations for the last decade, but was agreed to in writing in the letters of understanding exchanged between Israel and the United States in 2004 — and subsequently overwhelmingly endorsed by a concurrent resolution of Congress.

Yet the Obama State Department has repeatedly refused to endorse these agreements or even say it will honor them. This from a president who piously insists that all parties to the conflict honor previous obligations.

The entire “natural growth” issue is a concoction. It’s farcical to suggest that the peace process is moribund because a teacher in the Jewish Quarter of Jerusalem is making an addition to her house to accommodate new grandchildren — when Gaza is run by Hamas terrorists dedicated to permanent war with Israel and when Mahmoud Abbas, having turned down every one of Ehud Olmert’s peace offers, brazenly declares that he is in a waiting mode — waiting for Hamas to become moderate and for Israel to cave — before he’ll do anything to advance peace.

In his much-heralded “Muslim world” address in Cairo Thursday, Obama declared that the Palestinian people’s “situation” is “intolerable.” Indeed it is, the result of 60 years of Palestinian leadership that gave its people corruption, tyranny, religious intolerance and forced militarization; leadership that for three generations — Haj Amin al-Husseini in 1947, Yasser Arafat in 2000, Abbas in December 2008 — rejected every offer of independence and dignity, choosing destitution and despair rather than accept any settlement not accompanied by the extinction of Israel.

In the 16 years since the Oslo accords turned the West Bank and Gaza over to the Palestinians, their leaders — Fatah and Hamas alike — built no schools, no roads, no courthouses, no hospitals, no institutions that would relieve their people’s suffering. Instead they poured everything into an infrastructure of war and terror, all the while depositing billions (from gullible Western donors) into their Swiss bank accounts.

Obama says he came to Cairo to tell the truth. But he uttered not a word of that. Instead, among all the bromides and lofty sentiments, he issued but one [two actually, see our post immediately below – JB] concrete declaration of new American policy: “The United States does not accept the legitimacy of continued Israeli settlements,” thus reinforcing the myth that Palestinian misery and statelessness are the fault of Israel and the settlements.

Blaming Israel and picking a fight over “natural growth” may curry favor with the Muslim “street.” But it will only induce the Arab states to do like Abbas: sit and wait for America to deliver Israel on a platter. Which makes the Obama strategy not just dishonorable but self-defeating.

Self-defeating? While we agree with almost everything in this column, we question whether what Obama is doing is ‘self-defeating’.  For America, certainly. But for Obama himself? No. He has shown every sign of intending to augment Muslim power and prestige, and a willingness – no, an eagerness – to sacrifice Israel to that end.

‘An awful responsibility’ abandoned 20

From Investor’s Business Daily:

In the torrent of analysis of the president’s Muslim speech, a major policy shift went largely unnoticed. We now endorse equal opportunity regarding what countries can have atomic weapons.

President Obama’s Cairo University address to the world’s Muslims on Thursday squandered a historic opportunity that perhaps only a president with a Muslim father and a Muslim name could have utilized: effectively rallying the Islamic world against Iran as it pursues nuclear weapons.

Instead, he did pretty much the opposite, declaring that “no single nation should pick and choose which nation holds nuclear weapons.”

This is multilateralism taken to its reductio ad absurdum. Since the dawn of atomic weapons, it has been mostly the United States’ job — what Harry Truman called “an awful responsibility which has come to us” — to act as a kind of global nuclear custodian.

Truman made no bones about defending our building of the bomb, noting that the Nazis “were on the search for it” and that “we know now how close they were to finding it. And we knew the disaster which would come to this nation, and to all peace-loving nations, to all civilization, if they had found it first.”

That Democratic president made it clear to the world that “Great Britain, Canada and the United States, who have the secret of its production, do not intend to reveal that secret until means have been found to control the bomb so as to protect ourselves and the rest of the world from the danger of total destruction.”

If we are honest with ourselves today, we must admit that even now, nearly six-and-a-half decades into the nuclear age, there remains no foolproof means of controlling the bomb. It continues to be, in Give ’em Hell Harry’s words, “too dangerous to be loose in a lawless world.”

So it is chilling to hear a U.S. president go to Egypt and, after issuing an unprecedented apology for the 1953 CIA coup that kept Iran and its oil from the clutches of Iran’s direct neighbor to the north, the Soviet Union, declare that Iran has “the right” to nuclear power — which it can easily use to build bombs.

There is nothing new in a president calling for “a world in which no nations hold nuclear weapons,” as Obama did in Cairo. Ronald Reagan expressed such hopes. But isn’t contending that “no single nation should pick and choose which nation holds nuclear weapons” the opposite of zero nuclear tolerance?

How is it a step toward a nuclear-free world when we announce that the West should stop practicing what might be called “nuclear discrimination?” Tehran will interpret Obama’s words as carte blanche to pursue its goal of building a nuclear weapons arsenal.

According to the United Nations’ International Atomic Energy Agency, Iran has now amassed 1,359 kilograms of low-enriched uranium hexafluoride. It has nearly 5,000 centrifuges up and running — and is making it more difficult for international inspectors to scrutinize its nuclear program.

Yet at the G-8 foreign ministers conference at the end of this month in Italy, Secretary of State Hillary Clinton will rub shoulders with Tehran’s diplomatic mission, invited to attend by the Italians, just as if Iran were Finland or New Zealand or any other civilized nation, not the Islamofascist threat to the world that it is.

Neither Europe nor the U.N. has the willingness or the fortitude to “pick and choose” multilaterally which nations can be accepted into the nuclear club. Only the U.S. can lead in such an “awful responsibility.”

But last week in Cairo we apparently relinquished that grave duty.

President Obama has reduced the number of US warships in the strategically important region of the Persian Gulf. There’s not a single US aircraft carrier in the region. Now Russian warships have arrived there, being serviced at Gulf ports they have never had the use of before; and Iran has sent its navy into the Gulf of Aden. These maneuvers are co-ordinated by Russia and Iran.  

Furthermore, Iran recently launched its long-range missile, and North Korea, which co-operates with Iran on missile development, has demonstrated that it now possesses nuclear warheads. North Korea is in the business of selling its nuclear technology. Not only Iran, but Syria, Hizbollah in Lebanon, and probably Venezuela are among its eager customers.

North Korea is threatening war on South Korea. The danger extends to Japan, and to all countries within the range of Iran’s and North Korea’s missiles, including Europe and the US.

But the US administration does nothing about it.

 From the Oneida Dispatch:

With tensions high on the Korean peninsula, Chinese fishing boats left the region, possibly to avoid any maritime skirmishes between the two Koreas. But U.S. Secretary of Defense Robert Gates said the situation was not a crisis and no additional U.S. troops would be sent to the region…

South Korean and U.S. troops facing North Korea raised their surveillance on Thursday to its highest level since 2006, when North Korea tested its first nuclear device. About 28,000 American troops are stationed across the South…

In Washington, the Army’s top officer, Gen. George Casey, expressed confidence that the U.S. could fight a conventional war against North Korea if necessary, despite continuing conflicts elsewhere.

But [Defense Secretary] Gates, en route to Singapore for regional defense talks, tried to lower the temperature.

“I don’t think that anybody in the (Obama) administration thinks there is a crisis,” Gates told reporters aboard his military jet early Friday…

The two Koreas technically remain at war because they signed a truce, not a peace treaty, in 1953…

 So despite what the pathetic Gates ‘thinks’ the US administration ‘thinks’, there is a crisis in the East, threatening the West and Western interests.

The US needs to act, but its Commander-in-Chief has no intention of doing anything effective, either because he doesn’t understand what’s going on, or because he sees no evil in it.

It is tempting to speculate imaginatively: If the US had a Churchill or Truman in command, what would he do now? Churchill bombed Dresden flat to hasten the end of the Second World War. Truman dropped nuclear bombs on Hiroshima and Nagasaki to achieve the same end. In the present crisis might not either of them decide that Pyongyang needs to be destroyed? Would they not launch ICBMs with nuclear warheads to do the job quickly and thoroughly? Not only would an evil nuisance be eliminated from the world, but the psychological shock-wave would most likely stop Iran in its tracks; dumbfound Hizbollah, Hamas, and the Saudis; freeze the global jihad; silence Russia and China; paralyze the Taliban; knock the breath out of Chavez and all the little dictators who had begun to think the US was finished as a super-power. After some mopping up operations  – taking out the enemy’s nuclear development sites – we reckon there would be a long period of peace.

But we don’t have a Churchill or Truman. We have Obama, so the international crisis will intensify and spread.   

Saying what needs to be said 84

From the moment John McCain was chosen to be GOP candidate for the presidency we knew the battle was lost. McCain never made the case that needed to be made for any part of Republican policies. He enthusiastically helped Obama to trash the Bush administration. Where Bush was certainly right and successful was in all that he did to prevent another 9/11 on his watch. At last someone who can speak with authority and be listened to is saying so. 

This is an extract from the speech on national security made by Dick Cheney yesterday, defending the measures taken by the last adminsitration to keep Americans safe. Here’s a link to the whole text. 

The United States of America was a good country before 9/11, just as we are today. List all the things that make us a force for good in the world — for liberty, for human rights, for the rational, peaceful resolution of differences — and what you end up with is a list of the reasons why the terrorists hate America. If fine speechmaking, appeals to reason, or pleas for compassion had the power to move them, the terrorists would long ago have abandoned the field.

And when they see the American government caught up in arguments about interrogations, or whether foreign terrorists have constitutional rights, they don’t stand back in awe of our legal system and wonder whether they had misjudged us all along.

Instead the terrorists see just what they were hoping for — our unity gone, our resolve shaken, our leaders distracted. In short, they see weakness and opportunity.

What is equally certain is this: The broad-based strategy set in motion by President Bush obviously had nothing to do with causing the events of 9/11. But the serious way we dealt with terrorists from then on, and all the intelligence we gathered in that time, had everything to do with preventing another 9/11 on our watch. The enhanced interrogations of high-value detainees and the terrorist surveillance program have without question made our country safer. Every senior official who has been briefed on these classified matters knows of specific attacks that were in the planning stages and were stopped by the programs we put in place.

This might explain why President Obama has reserved unto himself the right to order the use of enhanced interrogation should he deem it appropriate. What value remains to that authority is debatable, given that the enemy now knows exactly what interrogation methods to train against, and which ones not to worry about. Yet having reserved for himself the authority to order enhanced interrogation after an emergency, you would think that President Obama would be less disdainful of what his predecessor authorized after 9/11. It’s almost gone unnoticed that the president has retained the power to order the same methods in the same circumstances. When they talk about interrogations, he and his administration speak as if they have resolved some great moral dilemma in how to extract critical information from terrorists. Instead they have put the decision off, while assigning a presumption of moral superiority to any decision they make in the future.

Releasing the interrogation memos was flatly contrary to the national security interest of the United States. The harm done only begins with top secret information now in the hands of the terrorists, who have just received a lengthy insert for their training manual. Across the world, governments that have helped us capture terrorists will fear that sensitive joint operations will be compromised. And at the CIA, operatives are left to wonder if they can depend on the White House or Congress to back them up when the going gets tough. Why should any agency employee take on a difficult assignment when, even though they act lawfully and in good faith, years down the road the press and Congress will treat everything they do with suspicion, outright hostility and second-guessing? Some members of Congress are notorious for demanding they be briefed into the most sensitive intelligence programs. They support them in private, and then head for the hills at the first sign of controversy.

As far as the interrogations are concerned, all that remains an official secret is the information we gained as a result. Some of his defenders say the unseen memos are inconclusive, which only raises the question why they won’t let the American people decide that for themselves. I saw that information as vice president, and I reviewed some of it again at the National Archives last month. I’ve formally asked that it be declassified so the American people can see the intelligence we obtained, the things we learned and the consequences for national security. And as you may have heard, last week that request was formally rejected. It’s worth recalling that ultimate power of declassification belongs to the president himself. President Obama has used his declassification power to reveal what happened in the interrogation of terrorists. Now let him use that same power to show Americans what did not happen, thanks to the good work of our intelligence officials.

US power: the change Obama seeks 30

From World War II to the winning of the Cold War, to the push during the Bush first term to stop the old axis of evil in its tracks, American influence and might has long served the world well. “Change” on this front is perilous, and it is happening.

What began as a shift to “soft power” during the Bush second term has been further evolving under Obama into a surrealpolitik of reset buttons, apologies for America and avowals of “respect” for governments such as Syria and Iran–whose rulers respect neither America nor the basic rights of their own citizens and neighbors.

Iran’s rulers brag up their nuclear program on Iranian television–as they did, again, just last week. In response, Washington huffs and puffs, and reverts to the much-tried-and-failed formula in which the solution to such menaces as terrorist-sponsoring Iran is supposed to be the speedy incarnation of terrorist-spawning Palestinian authorities into rulers of a sovereign state. North Korea conducts illicit missile tests, threatens a second nuclear test, and announces that after years of talks and American concessions Pyongyang will pursue whatever nuclear programs it wants…

On the nuclear front, the threat is not just the prospect of proliferation of bombs among rogue and despotic states–problematic enough though that would be for anyone inside the blast radius, should one of those bombs go off. The further problem is the message such proliferation sends: that arsenals of this kind may be acquired with malign intent and relative impunity; that the least scrupulous of nations are rewarded with out-sized power and influence.

Since the toppling of Taliban rule in Afghanistan in 2001, and Saddam Hussein’s regime in Iraq in 2003, America has shown growing reluctance to engage in anything smacking of real confrontation abroad. Saddam’s overthrow is by now an issue now so macerated by Washington infighting that the majority of American policymakers treat it as a terrible mistake to have rid the Middle East of a mass-murdering, war-mongering tyrant. And while America has been sticking it out in Iraq and Afghanistan, there has been no clear signal sent that when fresh threats arise, America will as a matter of course stand up definitively to anything more than four Somali pirates in a small boat.

In this opportunistic world, what, then, are the new rules of the game? Are they the rules of the morally perverted United Nations Human Rights Council? That’s where America, in its new eagerness to “engage” with all comers has just won a seat alongside such world-class human rights abusers as China, Cuba and Saudi Arabia. Are they the rules of the Indian Ocean? That’s where America now seems willing to try to rescue its own citizens if they are actually held hostage, but there is still no will to actually clean out the pirate dens. Are the new rules those of Iran’s hostage politics? That’s where victories consist of obtaining the release of prisoners who should never have been held in the first place…

America is coasting right now on the strength of genuine past victories and of the seemingly inexhaustible resources produced by a longtime mix of democracy and free markets. Lamentations and financial woes notwithstanding, most Americans still live cocooned in enough comforts so that it’s easy to forget just how rough the world can get. If America won’t lead the way, lay down the rules and proudly defend them, big change is indeed on its way. It won’t be the change we seek.
