Congress cannot save America from Obama? 111

Even if Congress were to nix the doomsday deal Obama made with the evil rulers of Iran, Obama could ignore the people’s representatives and continue to help the mullahs become a nuclear armed power hostile to America.

The Associated Press reports:

The September vote on the Iran nuclear deal is billed as a titanic standoff between President Barack Obama and Congress. Yet even if U.S. lawmakers reject the agreement, it’s not game-over for the White House.

A congressional vote of disapproval would not prevent Obama from acting on his own to start putting the accord in place. While he probably would take some heavy criticism, this course would let him add the foreign policy breakthrough to his second-term list of accomplishments.

Obama doesn’t need a congressional OK to give Iran most of the billions of dollars in relief from economic sanctions that it would get under the agreement, as long as Tehran honors its commitments to curb its nuclear program. …

What commitments would those be? Are there any?

With Republicans controlling both chambers of Congress, the House and Senate are expected to turn down the deal.

Obama has pledged to veto such a resolution of disapproval, so the question has turned to whether Congress could muster the votes to override him. And Obama would forfeit the authority he now enjoys to waive sanctions that Congress has imposed.

But Democrats and Republicans have predicted that his expected veto will be sustained — that opponents lack the votes to one-up Obama. More than half of the Senate Democrats and Independents of the 34 needed to sustain a veto are backing the deal. There is one notable defection so far — New York’s Chuck Schumer, the No. 3 Democrat in the Senate and the party leader-in-waiting.

In the House, more than 45 Democrats have expressed support and 10 their opposition.

The president could suspend some U.S. sanctions. He could issue new orders to permit financial transactions that otherwise are banned now. On the financial sector, Obama could use executive orders to remove certain Iranians and entities, including nearly two dozen Iranian banks, from U.S. lists, meaning they no longer would be subject to economic penalties.

Only Congress can terminate legislative sanctions, and they’re some of the toughest, aimed at Iran’s energy sector, its central bank and essential parts of its economy. Still, experts say Obama, on his own, can neutralize some of those sanctions and work with the Europeans on softening others.

The September votes won’t be the final word.

One looming question is whether Congress should try to reauthorize the Iran Sanctions Act, which authorizes many of the congressional sanctions. Sen. Bob Menendez, a New Jersey Democrat, and Sen. Mark Kirk, a Republican from Illinois, have introduced legislation to renew it.

Iran could interpret a U.S. move to reauthorize the law as a breach of the nuclear agreement. Administration officials won’t say whether it is or isn’t, only that it’s premature to address it.

Should Congress push for a different deal? The administration says renegotiating the agreement is a nonstarter. …

[But] Schumer and other opponents think the Obama administration should go back to the bargaining table. In the past, Congress has rejected outright or demanded changes to more than 200 treaties and international agreements.

The only way America can save itself is by electing a president who will tear up the deal. But by then a lot of harm will have been done.

Referring to the Associated Press report, John Hinderaker at PowerLine comments:

That is correct. The president has the constitutional authority to enter into an executive agreement. Which is where debate over the Iran deal began, with an open letter to Iran’s leaders that was signed by 47 Republican senators and posted on Senator Tom Cotton’s web site. The letter explained that the Iran agreement was not being submitted to the Senate for ratification as a treaty. Therefore, as a mere executive agreement, it could be canceled with a stroke of the pen by America’s next president:

First, under our Constitution, while the president negotiates international agreements, Congress plays the significant role of ratifying them. In the case of a treaty, the Senate must ratify it by a two-thirds vote. A so-called congressional-executive agreement requires a majority vote in both the House and the Senate (which, because of procedural rules, effectively means a three-fifths vote in the Senate). Anything not approved by Congress is a mere executive agreement. …

What these two constitutional provisions mean is that we will consider any agreement regarding your nuclear-weapons program that is not approved by the Congress as nothing more than an executive agreement between President Obama and Ayatollah Khamenei. The next president could revoke such an executive agreement with the stroke of a pen and future Congresses could modify the terms of the agreement at any time.

Tom Cotton’s letter was viciously attacked by liberals, but what it said was obviously correct. Now, with majorities in both houses of Congress opposed to the deal, the Associated Press tells us it can still proceed as an executive agreement. Of course it can. And the next president, who will probably be a Republican, can revoke it; and this Congress, or a subsequent one, can pass legislation inconsistent with it. That’s what happens when you don’t have the votes to ratify a treaty.

Even with the best scenario – a future president tearing up the treaty – the Iranians will have got even closer to building their nuclear arsenal.

If they haven’t started building it already. Which they probably have.

If Obama wants this deal to be a big part of his “legacy”, why can’t he understand that to a very great number of people – most of the Western world very possibly – it will be an abominable legacy? That he will be classed among the most destructive and evil leaders in history? Has that thought even occurred to him? And if it has, has he dismissed it as impossible? Is his arrogance that extreme?

Probably, yes. Hatred of America and love of Islam seem to be ruling passions of his life.

A bitter and infuriating betrayal 10

“The US and Cuba are no longer enemies or rivals but neighbors. And it is time to let the world know that we wish each other well, said Stupid Traitorous Secretary of State John Kerry as the U.S. flag was raised in Havana, Aug, 14, 2015.

“We won the war!” Raoul Castro cried triumphantly. 

A bitter and infuriating development for refugees from the tyranny of the Castros’ Communist Cuba, and surely for all right-thinking persons everywhere!

For them, Marco Rubio, the son of Cuban refugees, spoke.

The Hill reports:

Sen. Marco Rubio on Friday blasted President Obama’s “dangerous” twin outreaches to Iran and Cuba, which he called symptoms of a broader policy of “weakness and concession”.

The concessions to Iran and Cuba both endanger our nation,” the Florida Republican and presidential candidate said in remarks at the Foreign Policy Initiative.

I believe they represent the convergence of nearly every flawed strategic, moral and economic notion that has driven President Obama’s foreign policy, and as such are emblematic of so many of the crises he has worsened around the world.”

The remarks came as American diplomats were preparing to raise their flag above the U.S. Embassy in Havana for the first time in more than five decades.

And Humberto Fontova, writing at Townhall, tells this story:

“I see that the flagpole still stands,” said a choked-up General Douglas MacArthur on March 2, 1945 as he entered devastated but liberated Corregidor. “Have our troops hoist the colors to its peak, and let no enemy ever haul them down. “

A U.S. Army sergeant named Manuel Perez-Garcia was on Luzon during that victorious flag-raising. Perez-Garcia was born in Cuba but immigrated to the U.S. after Pearl Harbor to join the U.S. Army and volunteer for combat. At the time of that flag-raising he’d fought almost constantly for 14 months, through New Guinea and the southern Philippines. His purple hearts, Bronze Star and Silver Star with Oak Leaf Cluster said something about his role in that victory for freedom. We can only imagine how he felt when he finally saw his beloved stars and stripes fluttering over Corregidor.

Upon the Communist invasion of South Korea in June of 1950, Manuel Perez-Garcia rallied to the U.S. colors again, volunteering for the U.S. army again at age 41. It took a gracious letter from President Harry Truman himself to explain that by U.S. law Manuel was slightly overaged but mostly that, “You, sir, have served well above and beyond your duty to the nation. You’ve written a brilliant page in service to this country.”

Mr Perez-Garcia’s son, Jorge, however, was the right age for battle in Korea and stepped to the fore. He joined the U.S. army, made sergeant and died from a hail of Communist bullets while leading his men in Korea on May 4th 1952.

When Manuel Perez Garcia was 51 years old, the Castro brothers and Che Guevara were busily converting his native country into a Soviet satrapy riddled with prison camps and mass graves. So Manuel volunteered for combat again. Like most of his Cuban Band of Brothers he fought to his very last bullet, inflicting casualties of 20 to 1 against his Soviet armed and led enemies. That bitter and bloody battleground is now known as The Bay of Pigs.

When the smoke cleared and their ammo had been expended to the very last bullet, a hundred of them lay dead and hundreds more wounded, after their very mortars and machine gun barrel had almost melted from their furious rates of fire; after three days of relentless battle, barely 1,400 Cuban freedom-fighters – without air support (from the U.S. Carriers just offshore) and without a single supporting shot by naval artillery (from U.S. cruisers and destroyers poised just offshore) – had squared off against 21,000 Castro troops, his entire air force and squadrons of Soviet tanks. The Cuban freedom-fighters inflicted casualties of 20 to 1 against their Soviet-armed and led enemies. But to hear Castro’s echo chambers in the mainstream media, think-tanks and academia, Fidel was the plucky David and the betrayed invaders the bumbling Goliath!

The battle was over in three days, but the heroism was not.

Now came almost two years in Castro’s dungeons for Mr Perez-Garcia and his captured Band of Brothers, complete with the psychological torture that always accompanies communist incarceration. During these months in Castro’s dungeons, the freedom-fighters lived under a daily firing squad-death sentence.

Escaping that sentence would have been easy, as Castro’s KGB-trained torturers “explained” almost daily: simply sign the little paper confessing they were “mercenaries of the Yankee imperialists” and go on record denouncing the U.S. In other words: publicly spit on the U.S. flag. In other words, the same stunt half of Hollywood pulls for the sake of publicity, these men could have pulled to save their lives.

None buckled. None even wobbled. None of these “men” (actually, some were as young as Audie Murphy had been upon trying to enlist in 1941) signed the document – nor uttered a word against the Stars and Stripes.

And I stress: these men were convinced that going on record trashing the U.S. would save their lives. After all, during these very months Che Guevara’s firing squads were murdering hundreds of bound and gagged Cubans weekly, and for “crimes” much less offensive than those of these men and boys.

The Cuban freedom-fighters stood tall, proud, defiant, and solidly with their commander, even sparring with Castro himself during their televised Stalinist show trials. “We will die with dignity!” snapped freedom-fighter commander Erneido Oliva at the furious Castroites again, and again, and again. To Castroites, such an attitude not only enrages but baffles.

Manuel Perez-Garcia passed away in Miami at the tender age of 102 in 2011. Today his ashes along with those of his son rest in Arlington. Maybe he’s lucky not to witness his beloved flag raised in Castro’s Havana, within walking distance of political prisons and torture chambers, a smirking Che Guevara mocking it from banners and murals in every direction.

For Manuel Perez-Garcia and his Band of Brothers that flag [the Stars and Stripes] symbolized victory and freedom.

In Havana today it symbolizes U.S. surrender to the Stalinist cowards who destroyed and defiled their homeland, and craved to nuke their adopted one.

“When at the Bay of Pigs we were abandoned, we were sad,” says Che Guevara’s captor Felix Rodriguez, who today serves as the President of the Bay of Pigs Veterans Association. “And now we feel abandoned again, betrayed by the President.”

We would only disagree with Marco Rubio’s statement of condemnation so far as to contend that Obama and his gang – especially traitorous Kerry – who so incredibly govern the United States, are not “making concessions” to their country’s enemies out of “weakness”, but pressing aid and comfort upon them out of passionate ideological affinity.

Are the Europeans unable to endure freedom?

Do they want to be enslaved by Islam?

As ever more Muslims pour into Europe as “refugees”, their charm, their success – or what is it about them? – attracts locals to emulate and join them.

In Norway, the Police Security Service (PST) revealed that nearly a dozen refugees sent to Norway under the UN’s quota system turned out to have close links to the terror groups Islamic State and the al-Nusra Front. Police also discovered that some refugees had backgrounds in Syria’s secret police, and others were suspected of carrying out war crimes during the country’s ongoing civil war.

The newspaper Dagbladet also reported that Islamic extremists are scouting refugee reception centers in Norway in search of new recruits for terrorism. According to the paper, several people who received asylum in Norway later became central figures in the country’s radicalized Islamic community.

Meanwhile, an increasing number of Norwegians are converting to Islam, apparently because of a perceived need for stronger rules in Norway’s liberal society. “Converting to Islam is perhaps the most extreme form of youthful rebellion today,” Muslim convert and religion professor Anne Sofie Roald told the newspaper Aftenposten. She said she thinks conservative Islam represents clear limits and a new form of security in Norway’s “anything goes” society.

And this report  is from the Norwegian site NewsinEnglish, by Nina Berglund:

“In general, many converts become ‘more Catholic than the pope’,” Roald told Aftenposten. She converted to Islam in 1982 and initially used a hijab but later stopped wearing it: “The reality can be that the ideas about limits set by religion can be more appealing than the limits themselves.” Like Elgvin, though, she thinks conservative Islam represents clear limits and a new form of security in a very free and liberal society like Norway’s, which can attract those rebelling a society where “almost anything goes”. The historic student protests of the 1960s led to social freedoms that now, perhaps, a new generation is rebelling against. That’s a paradox in a country that prides itself on its own hard-won freedom and independence [? – ed], and its egalitarian society.

One 26-year-old Norwegian woman … “Elsa” … who didn’t want to be identified, told Aftenposten she’d fallen in with a “bad” group and abused both drugs and alcohol. She began to pray and then took Arabic language lessons, which gave her “a good gut feeling” about Islam. She began to read more, and said that what appealed to her most were the rules within Islam that were much stronger than in Norwegian society in general.

I think people need that, guidelines and rules and consequences in the form of punishment or praise,” Elsa told Aftenposten. “Something to believe in.”

Morten Ibrahim Abrahamsen, now a 23-year-old man … converted after surviving the massacre of July 22, 2011 on the island of Utøya … Abrahamsen told Aftenposten he had a religious experience while he desperately tried to hide from the lone gunman Anders Behring Breivik, who killed 69 people at the Labour Party’s youth summer camp that Abrahamsen was attending.

“I met a lot of resistance, also publicly, from people who thought I was vulnerable and had all but been forced to convert,” Abrahamsen said, after he’d declared his faith to representatives of the Islamic organization Islam Net in Oslo. It’s been a target of controversy for organizing conferences featuring radical Muslim clerics, for segregating men and women who attend and for spreading the word about Islam from information stands on the street, among other things.

“But now it’s been nearly four years (since the massacre and his conversion) and I’m thriving with my religion,” Abrahamsen told Aftenposten. “I have found the sense of calm I was looking for.”  …

Representatives of Islam are keen to win new converts. Among them is … 22-year-old [health-worker] “Maria”, who declined further identification but said her conversion and subsequent decision to wear not only a hijab but also gloves and an occasional niqab that covers her face shocked colleagues. Their reaction was so negative that she found a new jobs where she now feels accepted. Her Norwegian family accepted her conversion and she says her Muslim girlfriends have become like “sisters” for her. …

Yes, freedom can be hard to bear.

Self-reliance can seem too great a burden.

And besides, it’s so nice to have someone else to blame for one’s failures, disappointments and miseries.

All you have to do, if you’re a woman, is live your life wrapped in a black tent, do nothing that your lord and master doesn’t tell you to do, endure his beatings, and bear his children that he can take away from you at any moment on a whim. “Clear limits.”

And if you’re a man, give up thinking for yourself. Get a scar on your forehead from bowing to the earth to the god of a warlord. And hate all human beings who do not do the same.

Oh – and beat your wife. Have her stoned to death if she’s raped. Deny your daughters education. Marry them in their childhood to old men. Bury them alive if they disobey you.

And raise your sons to be just like you.

The US-Iran deal: a diplomatic pasodoble 101

US Secretary of State John Kerry negotiated FOR Iran to get the “deal” most favorable to Iranian interests and least favorable to the interests of America and Europe.

The talks took so long not because there was disagreement on key issues. Once the US had agreed to let Iran keep its nuclear capacity, the other issues were easy to deal with. The talks took so long because Kerry and Zarif, often working together, were trying to find language that could hide the real issues and highlight peripheral ones. Kerry wanted to hoodwink the US Congress; Zarif wanted to take the Islamic Majlis in Tehran for a ride.

We quote from an important article by Amir Taheri at Asharq Al-Awsat (self-declared to be “the world’s leading pan-Arab daily newspaper”), published in London:

In a fascinating interview last week, Iran’s former Foreign Minister Ali-Akbar Salehi revealed that during Mahmoud Ahmadinejad’s presidency, through Omani mediation, Tehran put five preconditions for the start of secret talks with the US. “We were surprised when Obama accepted all of them,” Salehi recalls.

And that was before John Kerry, who had a long history of contacts with Tehran including meetings with former President Muhammad Khatami at Davos, had become Secretary of State.

Salehi recalls that when he briefed newly elected President Rouhani on the secret talks, the latter was “astonished” at Obama’s readiness to bend backwards to appease Tehran. For Tehran, Obama and Kerry made an ideal team.

During lengthy negotiations in Geneva, Lausanne and finally Vienna, the Iranian and US teams were often on the same side, fighting to persuade other members of the P5+1 to soften their positions vis-a-vis Iran.

In an off-the-record briefing in Tehran which was nevertheless partly leaked, Deputy Foreign Minister Abbas Araqchi cited a number of occasions when Kerry fought hard to win others to Iran’s position.

One occasion was when the French and the British insisted that Iran formally undertake not to finance and arm the Lebanese branch of Hezbollah. “Naturally, we refused,” Araqchi said. “And it was [John] Kerry who persuaded others to drop the issue.”

On another occasion, Russia was pressing for the ban on sale of arms to Iran to be lifted immediately. Iran did not want this, presumably because it felt it would face pressure to buy Russian arms.

Russian Foreign Minister Sergei Lavrov later expressed surprise when Iranian Foreign Minister Mohammad Javad Zarif and Kerry joined forces to keep the ban in place, albeit with minor modifications.

On another occasion, recalled by Iranian Foreign Ministry’s Political Director General Hamid Baeedi-Nezhad who was part of the negotiating team, Kerry sided with Iran to defeat the British and the French who insisted that the ban on sale of aircraft to Tehran remain in force for five more years.

“The whole thing was settled when Kerry gave his word on our behalf,” Baeedi-Nezhad said.

On another occasion, according to Araqchi, Kerry sided with Iran in rejecting a demand by the European Union foreign policy “tsarina” Federica Mogherini to commit Iran not to help Bashar Al-Assad kill more Syrians. Kerry remained “steadfast” that talks should only focus on the nuclear issue.

Kerry also backed Iran’s demand that the travel ban on several civilian and military officials, and some Arab terrorists linked to Iran be lifted. The French, British and Germans were opposed, partly because among the names mentioned were convicted terrorists who had served time in their prisons.

Kerry showed his keenness to please Iran more specifically when he fought to lift the ban on Anis Naccache, a Lebanese “militant” who had been close to Imad Mugniyah, once Hezbollah’s security chief, and allegedly involved in plotting the suicide attack that killed 241 US Marines in Beirut in1983.

Faced with European protests, Kerry came out with his famous: “We are looking to the future, not to the past.”  …

Then comes the paragraph that (yet further) exposes the deep villainy of Kerry and his master, Obama. We quoted it at the top of this post. It bears repeating.

By rejecting the proposed “deal” the US Congress would tell the world that the arrangement is one between Obama and an Iranian faction. As a power, the US is not committed to a deal running into decades.

In his keenness to get a “deal”, any deal, Obama reversed the constitutional provision under which a treaty needs a two-third majority in the Congress to become effective. He invented a new method under which the Congress could undo something that is, and at the same time is not, a treaty, after the president has approved it.

The “deal” suffers from a crisis of constitutional identity. A negative Congressional vote could delay its implementation until the president has exercised his veto.

On the Iranian side the Rafsanjani faction has done even better. It has not provided an official Persian version of the “deal” and seems determined to ignore Article 72 of the Islamic Republic’s Constitution and simply pretend that the “deal” is approved without publicly saying so.

At the time of this writing Tehran has not even accepted the new UN resolution and is thus one step behind Obama in their pasodoble.

Was this not treason? 

The United States’ definition of treason is:

“Treason against the United States, shall consist in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort.”

Obama: one of history’s worst villains 9

The Clarion Project reports:

Two key passage of the Iran deal are being kept secret. As per the agreement, these passages will be negotiated separately between the International Atomic Energy Agency (IAEA) and Iran and will not be be available for review by Congress.

The first concerns the inspection of the Pachin military installation, which has been under suspicion for years for conducting research on nuclear weapons and long-range ballistic missiles. The second centers on separate negotiations to resolve the issue of possible military dimensions (PMD) of Iran’s nuclear program.

Two Congressmen released a statement after meeting with the IAEA in Vienna which reads,

“Mike Pompeo (R-Kansas) and Senator Tom Cotton (R-Arkansas) on Friday had a meeting in Vienna with the International Atomic Energy Agency (IAEA), during which the agency conveyed to the lawmakers that two side deals made between the Islamic Republic of Iran and the IAEA as part of the Joint Comprehensive Plan of Action (JCPOA) will remain secret and will not be shared with other nations, with Congress, or with the public.

“One agreement covers the inspection of the Parchin military complex, and the second details how the IAEA and Iran will resolve outstanding issues on possible military dimensions of Iran’s nuclear program.”

According to a summary of the Iran Nuclear Agreement Review Act, which mandates a review of any agreement by Congress (which was signed into law by U.S. President Barack Obama), “The bill requires the president to submit to Congress the agreement and all related documents, including specifics on verification and compliance. This ensures Congress will get to see the entire deal and make an independent judgment on its merits.”

One of the authors of the review bill, Sen. Bob Corker (R-Tenn), noted, “The review period does not begin until all documents associated with an agreement are submitted to Congress along with assessments on compliance and non-proliferation.”

Pompeo, who serves on the House Intelligence Committee, commented:

The Obama administration has failed to make public separate side deals that have been struck for the inspection of one of the most important nuclear sites — the Parchin military complex. Not only does this violate the Iran Nuclear Agreement Review Act, it is asking Congress to agree to a deal that it cannot review. Even members of Congress who are sympathetic to this deal cannot and must not accept a deal we aren’t even aware of.

Similarly, Cotton, said, “That we are only now discovering that parts of this dangerous agreement are being kept secret begs the question of what other elements may also be secret and entirely free from public scrutiny.”

Why is Obama getting away with betraying America?

It is, of course, a terrifying thought that an elected president of the United States would deliberately strengthen his country’s enemies by helping them arm themselves with nuclear warheads and the ICBM’s necessary to deliver them to America, and at the same time weaken the defenses of his own country.

But isn’t that what Obama is doing?

However terrifying the thought, it cannot be evaded: he is doing it.

And it makes Barack Obama one of history’s worst villains.

Meet the nuclear scientists working in Iran for peace 150

As more about the US’s terms of surrender to Iran emerge, it becomes ever clearer that despite the big lie told by Obama and the Ayatollah Khamenei – the two Supreme Leaders – that Iran would never use nuclear energy for anything but peaceful purposes, it is in fact a nuclear arsenal that Iran is after.

Is anybody surprised?

In this article at the Wall Street Journal, Jay Solomon names some of the people and organizations behind the intense activity in Iran to acquire nuclear warheads and missiles to deliver them.

What? The Religion of Peace make war?

And against whom? Surely not the country they call “the Great Satan”? Whoever could imagine such a thing!

The Obama administration and European Union agreed as part of the accord last week to lift sanctions over eight years on a network of Iranian scientists, military officers and companies long suspected by the U.S. and United Nations as central players in a covert nuclear weapons program.

The U.S. also agreed to remove a German engineer from its financial blacklist by late 2023 after he was targeted by sanctions for his alleged role in a global black market in nuclear weapons technology run by the father of Pakistan’s nuclear program, Abdul Qadeer Khan.

The decision to roll back sanctions on these individuals and organizations is detailed in more than 100 pages of documents released last week as part of the landmark nuclear accord reached between Iran and six world powers.

The Obama administration decided to remove Gerhard Wisser from its sanctions list by 2023. The German engineer was convicted and sentenced to 18 years in prison [suspended] by a South African court in 2007 for his role in supplying centrifuge components to the A.Q. Khan black-market network. … The U.S. and IAEA accuse Mr. Khan and his associates of facilitating the sale of nuclear equipment to North Korea, Iran and Libya during the 1980s and 1990s. The senior U.S. official didn’t provide specifics about why Mr. Wisser was granted sanctions relief as part of the Iran deal. Mr. Wisser could not be located. He pleaded guilty in 2007 in South Africa to manufacturing components that could be illegally used in nuclear technology. …

Republicans said in recent days they were stunned the White House and European allies agreed to lift sanctions on such individuals and expressed concerns about the long-term impact on U.S. and global security. A number of leading Republicans said the issue of sanctions relief will be among those they cite in attempting to block legislative approval of the Iran deal.

Congress started a 60-day review period of the agreement this week.

This would remove sanctions on those responsible for Iran’s nuclear weapons development at the same time restrictions on Iran’s ballistic missile program come off,” said Rep. Ed Royce (R., Calif.), chairman of the House Foreign Affairs Committee, referring to the delisting of Iranian scientists, companies and officers. “That’s a deadly combination.” …

Among those [people] to be removed from the U.S., U.N. and EU sanctions lists by 2023 is Mohsen Fakhrizadeh-Mahabadi. U.S. and Israeli intelligence agencies suspect he oversaw a secret Iranian program to develop the technologies for a nuclear weapon, at least until 2003. He’s been called by American officials the “ Robert Oppenheimer” of Iran’s nuclear efforts, a reference to the American scientist who oversaw development of atomic weapons during World War II. The U.N.’s nuclear watchdog, the International Atomic Energy Agency, has repeatedly attempted to interview the military officer to conclude its investigation into Tehran’s alleged weaponization work, but has repeatedly been rebuffed.

Iran denies it sought to build a bomb and has guarded access to its military sites and leadership. …

The U.S., U.N. and EU also committed in Vienna to remove Fereidoun Abbasi-Davani, a prominent Iranian nuclear scientist, from their sanctions lists over the next eight years. …  Mr. Abbasi-Davani was promoted to head the Atomic Energy Organization of Iran from 2011-2013.

The military body Mr. Fakhrizadeh allegedly headed, the Organization of Defensive Innovation and Research, known as SPND, also will be removed from the U.S. sanctions list by 2023. The IAEA has said SPND may have been involved in nuclear weapons research after 2003. The agency has sought to interview officials from the organization but have also been rebuffed.

The U.S. also agreed to remove Kalaye Electric Co. from its sanctions list over the next eight years. The Iranian company was exposed by the IAEA as having secretly run a uranium-enrichment facility in the early 2000s. …

The EU and U.N. also committed to removing Malek Ashtar University from their sanctions lists. The Tehran research center was accused of supplying scientists who participated in secret weaponization work, according to former U.S. and IAEA officials. …

Denials and confusion will continue:

The Obama administration will begin briefing Congress on Wednesday, including with appearances by Secretary of State John Kerry. Mr. Kerry and other administration officials have in some cases added to the confusion over the status of Iranians and others on sanctions lists. According to the Vienna documents, the commander of Iran’s overseas military unit known as the Qods Force will be taken off EU and U.N. sanctions lists in the next eight years. But the secretary of state initially denied that the commander, Maj. Gen. Qasem Soleimani, would be removed from sanctions lists.

Of course he will be removed. He and everyone else on the list will probably be given awards soon by Obama, or the UN, or the Nobel Peace Prize Committee.
