The new wave gathers force 194

For us, the arguments against Britain’s membership of the European Union are strongly persuasive. They are political arguments: for British self-determination; for the continuation of the nation state as a good in itself; for throwing off the burden of dictatorship by corrupt bureaucrats.

But what of the economic arguments? Is it better for Britain to remain in the EU or to leave? Is it better for the world economy for Britain to be in or out?

George Freidman, who founded the private intelligence firm Stratfor, and is internationally recognized as an authority on world affairs, writes at Mauldin Economics:

In looking at Friday’s market decline, it is clear that the investment community was surprised at the outcome of the referendum in the U.K. What is most surprising is that they were surprised. There were two competing views of the EU. One view regarded the European Union as essential to British economic well-being. The other saw the European Union as a failing institution, and saw Britain being pulled down if it remained.

The European Union has been caught in long-term stagnation. Eight years after the financial crisis it is still unable to break out of it. In addition, a large swath of Europe, especially in the south, is in depression with extremely high unemployment numbers. An argument could be made that these problems will be solved in the long run and that Britain should be part of the solution for its own sake. The counterargument is that if the problems had been soluble they would have been solved years ago.

For a financial community, there is a built-in desire for predictability. It can make money in good or bad markets and economies. It has trouble making money in uncertainty. Therefore, the financial community was inherently biased toward Britain remaining in the EU because it gave them predictability. There was a subconscious assumption that everyone had the same bias toward maintaining the status quo. This was not just the view of the global financial community. It was one shared with other elites – political, journalistic, academic and the rest.

Someone I know, who has many friends in Britain, told me that she didn’t know anyone who favored a British exit. That was true. As the graduate of an elite college she is in touch with similar people around the world. This enclosure has profound social indications to consider, but in this case it created a psychological barrier to anticipating what was coming. When everyone you know thinks an idea is rubbish, it is hard to imagine that there is a majority out there that you haven’t met that doesn’t share your views.

There was also a sense of contempt for the opponents. The leaders, like UKIP leader Nigel Farage, were odd from the elite point of view. Their rhetoric was unseemly. And their followers by and large did not come from the places in London where the elite did. Their views were not the liberal, transnational views of the supporters of the EU. They led much narrower, harder lives and did not know the world as the pro-EU people did. So they were discounted. There was an expectation that the elite, who had governed Britain for so long, were dealing with an annoyance, rather than a peaceful rising against them. Thus, in spite of the polls indicating the election would be extremely close, the “remain” supporters could not believe they would lose.

The reporters of leading British media were talking to their European and American counterparts. The politicians were doing the same. And the financial community is on the phone daily with colleagues around the world.

The challenge that was posed in the U.K. referendum is present in many countries around the world, albeit in different forms.

What has become universal is the dismissive attitudes of the elite to their challengers.It is difficult for the elite to take seriously that the less educated, the less sophisticated and the less successful would take control of the situation. The French Bourbons and the Russian Romanovs had similar contempt for the crowds in the streets. They dismissed their lack of understanding and inability to act – right to the moment they burst into the palaces.

The analogy should not be overdone but also should not be dismissed. The distance between what I will call the technocratic elite and the increasingly displaced lower-middle and even middle class is becoming one of the major characteristics of our time. This elite did not expect “leave” to win because it was clear to them that the EU would work itself out. They didn’t know anyone who disagreed with them – a measure of how far out of touch they had become with the real world. And above all, they were dismissive of the kind of people who led their opponents.

Not understanding their own isolation and insularity; not grasping the different world view of “leave” supporters or that they couldn’t care less if the financial institutions of the City moved to Frankfurt; not grasping the contempt in which they were held by so many, the elite believed that “leave” could not win. …

In the end, the financial decline on Friday resulted from the lack of imagination of the elite. And it is that lack of imagination that led them to believe that the current situation could continue. That lack of imagination, the fact that the elite had no idea of what was happening beyond their circle of acquaintances, is a far greater crisis in the West than whether Britain is in the EU or even if the EU survives.

We are living in a social divide so deep that serious people of good will and a certain class have never met anyone who wants to leave the EU or who supports blocking Muslim immigration or perhaps even who will vote for Donald Trump.

No one had the right to believe that this couldn’t happen. No one should believe that it will be confined to Britain. No one should believe that it won’t happen again. The days when the elite could assert that the EU is going to be just fine in the face of evidence to the contrary are over.

This new wave in politics, this force arising directly from the “silent majority”, is transforming the political scene not only in Europe but throughout the West.

As it is a movement that favors capitalism, it will bring greater prosperity to greater numbers of individuals if it continues to succeed. The next victory needs to be the election of Donald Trump to the presidency of the United States.

The great can sometimes be goofy 195

Mark Davis at Townhall replies to the most frequent criticisms of Donald Trump that are made in objection to his being the Republican candidate for the presidency:

As we ride the white-knuckle Trump train to the Cleveland GOP convention and beyond, the air will fill with criticisms of him. Some will come from Democrats, some from rebellious Republicans. From both sides, some of those criticisms will have merit and others will be simply ridiculous.

So here’s a convenient guide for assessing the anti-Trump pronouncements which we will swim in all summer:

“He is not a consistent conservative.” Completely correct. His populism certainly borrows from some strains of conservative thought, but his trade policies are of a more populist bent, and his willingness to entertain a higher minimum wage is straight-up liberalism.

Many conservatives who have long supported him know he does not bat a thousand, or even .800, but they feel his energy on immigration, job creation and hammering political correctness may result in more genuine conservative victories than, say, a Jeb Bush presidency might have yielded.

“He doesn’t like Hispanics/ women/ fill in the blank.” The attempt to portray Trump as a racist or misogynist fails on its face. It is a slander leveled by people who know he is likely to fare better with Latinos in November than Mitt Romney did in 2012 (27 percent). I’d love to send this year’s entire seventeen-strong GOP field through the streets of South Brooklyn. Precisely one would get waves of appreciative welcome, and it’s not either of our candidates who were actual Hispanics.

As for women, any Republican faces a challenge in the current era of government as master nurturer. But strong, self-reliant women are pervasive among Trump supporters, and there is not a whiff of mistreatment of women in his business history. Quite the opposite, Trump World appears to be a complete meritocracy, where women and people of color are rewarded for performance without regard to race or gender. This is admittedly jarring in a country that has been led too long by Democrats obsessed with weaponizing both.

“He seeks evangelical support, but has hardly led a Biblical life.” Direct hit. And to many, it appears not to matter one shred. …

To us, of course, the comparative unreligiousness of Donald Trump is a big plus.

“He is not a real pro-lifer.” … Has he bought into the absurdity that Planned Parenthood does some good things? He has, meaning he cannot grasp that the organization would not exist but for abortion services. These are not good.

We agree.

But there is no reason to believe that he is somehow lying in his testimony of becoming more pro-life as the years have passed. We conservatives are a funny lot; we persuade and coax and convince and lure people to our side, and when they pivot to agreement with us, we kick them in the crotch for not being with us their whole lives.

“We can’t count on his Supreme Court nominees.” What do people want him to do? He gave us a fat list of wonderful constitutionalist judges who would honorably fill the shoes of Antonin Scalia. Do we need a joint news conference with one of those names so that skeptics can know he means it? That is wildly inappropriate before he even accepts the nomination, and best left to the first days of his presidency, when he can make that announcement surrounded by the compelling imagery of the White House.

Trump’s tormentors responded to his worthy list with the same taunt they roll out with every conservative promise he makes: You can’t believe him, he’s a total liar. This is the mantra of those who don’t just doubt him; they hate him.

“He does stunningly unpresidential things.” Yes, he does, and most of them have helped him win the nomination. To the chagrin of more mannerly tastes, his admittedly brash and aggressive style has been punctuated with moments of truly embarrassing excess.

Those moments have dwindled as he has sent his rivals home. His discipline should sharpen even further now that he has but one opponent to target, and those attacks on Hillary Clinton will delight rather than annoy millions of Republicans who have watched him flay their favored hopeful.

“He contributed to Democrats.” No kidding, as does every businessman who wants to curry favor across party lines. I daresay Trump would not open a checkbook for her these days, now that their relationship is political. This trope is trundled out by critics seeking to sow seeds of doubt as to Trump’s reliability on core values.

“He doesn’t have any core values.” Have you listened to the man? Here are ten off the bat: stronger borders, blasting political correctness, leveling the trade playing field, rebuilding the military, taking better care of veterans, protecting gun rights, creating jobs, speaking truth to global jihad, and the broadly stated but resonant “make America great again”. 

Anyone is free to agree or disagree with those, but they have been recurring themes every day of his campaign. Doubters may claim that he might not follow through on all ten, but I’ll bet his batting average with those stated goals is better than the sorry job the Republican establishment has done following through on all of those things they said they would do if only we won the House, if only we won the Senate, if only, if only.

“He changes his views on the fly.” In general, this is not good. On important conservative economic points, if he has adopted one, he needs to stick to it.

There we disagree. Trump is a pragmatist. He is open to advice.

We hope he will change his mind about protectionism. His favoring it, in relation particularly to China, is the one position he has declared that we firmly object to.

That he can change his opinions is not a bad thing – until he finally adopts a strong free market policy. Only then need he “stick to it”.

His reversal on a job-killing minimum wage increase was a total unforced error.

That said, he has stated often that he may adjust views as he becomes more familiar with various issues. While this annoys ideologues (like me), it may prove somewhat endearing to voters who sense he may listen as he learns the ropes of governance.

And on things like reticence to commit U.S. troops to the Middle East, I am hoping he adjusts that view right after his first security briefing the afternoon of January 20, 2017.

“He compliments Putin.” He sure does, in a certain oblique way, noting the Russian leader’s strength and devotion to his goals. For his part, Putin is eating it up, to the degree that he has thrown a compliment or two back Trump’s way.

This is not exactly “Mister Gorbachev, tear down this wall.”

But what it may be is a master deal-maker softening an adversary in preparation for a global chess match that might go better with an opening chapter of sweet-talk than it has of late with Obama’s empty rhetoric followed by inaction or worse.

It is true that Trump has zero experience dealing with foreign leaders. But he has a half-century of experience sizing up rivals and adversaries, using words and actions to lure them toward his agenda.

“He traffics in conspiracy theories.” This wholly accurate Trump criticism holds water, but dings him far less than those wielding it might wish.

His flirtations with such matters has ranged from the goofy (Rafael Cruz and Lee Harvey Oswald) to the inexcusable (Bush lied about WMDs to get us into war). But these moments seem to flit by without consequence, and the most recent one, the flight of Vince Foster nostalgia, was actually defused by the hyperventilations of overreaction.

Vince Foster was a close associate of Hillary Clinton. How he died is disputed. Did he commit suicide, or was he murdered? The case for doubting suicide is plausible.

As the voices of punditry gasped at his doubts on the official Foster story, millions old enough to remember 1993 thought: “Hmmm. The Clintons. The scandals. The various pressures of covering for them. Foster’s repeated frustrations with the Washington whirlwind. The decades of envelope-pushing by Bill and Hillary ever since. Know what? Maybe I’m not so sure what happened either.” …

“He rooted for people to lose their homes in the recession’s housing collapse.” This is straight from the den of lies that is the Democrat party advertising brain trust.

They found audio of Trump in 2006, musing about how a drop in home prices could provide buying opportunities that could be of benefit to investors. The history of such logic dates to neanderthals hoping tiger pelts would dip in value to grease the wheels of commerce 30,000 years ago.

Yet Elizabeth Warren, who we learn has pocketed some cash from a house flip or two, lashed out against Trump’s cruelty for actively wishing for homeowners to lose everything. There are only two explanations for an attack this baseless: genuine stupidity and malicious intent. Let’s just say she is not stupid.

And finally, “He is only doing this for his own ego.” No doubt, the man has a stratospheric self-image, and doesn’t mind telling us so. But this has been a trait of his for the decades we have known him. Does he engage in business deals for his own image or because he wants them to succeed? Has he plunged into various ventures from the USFL to the Miss America pageant for his own image or because he wanted them to succeed?

He clearly wishes to succeed at everything he does, so why would this not extend to running the country? This does not mean I will necessarily agree with his every instinct, but if he genuinely pursues the things he talks about with determination and seriousness, there will be far more positive results than negative.

In the end, I’d rather have a president interested in actually doing things that will make him look good, than the last seven and a half years of a president who does whatever he wants because he thinks he is already omniscient and omnipotent.

And if, at the end of his presidency, the country will have been truly benefited, Trump will enjoy the enormous benefit of an even loftier list of achievements, and we might enjoy the benefit of an America made, at least in some ways, great again.

The new Republicanism 85

It is more than likely now that Donald Trump will be the Republican Party’s nominee in the presidential election this November.

It is therefore very likely that the Republican platform will be what he wants it to be. And many Republicans, especially the go-along-to-get-along pillars of the Grand Old Party, most prominently its leaders in Congress, do not like what he wants. They repudiate him and his ideas. They say he is unfaithful to conservative principles and will alter long-standing Republican policies. But if their choice is between changing principles and policies to those of Trump or breaking the Party asunder by thwarting the will of the millions of voters he attracts, they will accept – are slowly coming round to  accepting – Trump and his vision for America. (While probably still planning to knock it into a more familiar and acceptable shape.)

What do his conservative Republican critics object to in particular?

In an article hostile to Donald Trump, but accepting that he is almost certain to be the Republican nominee, Linda Chavez writes at Townhall:

Trump represents a repudiation of the Republican Party’s commitment to smaller government, free trade and an internationalist foreign policy.

Let’s consider these commitments one by one, and assess how far Trump is likely to change them, and how bad the change would be.

Smaller government is certainly a cherished principle of conservative Republicanism. We list it among our core conservative ideals, along with individual freedom, a market economy, and strong defense. Regretfully we admit that government is not likely ever again to be actually small, but does Trump not say anything that suggests he would reduce the hugely overblown bureaucracy oppressing Americans now? He does. He says he will lower taxes. Lower taxes must mean some shrinking of government. And that’s probably the most any conservative Republican could do.

It’s on free trade that we have a difference of opinion with Trump. He has indicated that he would match tariff barriers with tariff barriers. We think that’s counter-productive. But it’s not enough to induce us to call Trump a wrecker of American prosperity. In fact, most of his economic thinking is likely to increase American prosperity very considerably. He would stop foreign aid unless America got something back for it. He would make those countries that want American military protection contribute to the cost of it. And he has plans for job creation which we’re inclined to trust because, as an extremely successful businessman, he has done it.

As for the Republican “internationalist foreign policy” – we’re coming to that.

Here are some points from Charles Krauthammer’s syndicated column on Trump’s recent foreign policy speech. Much as we respect Charles Krauthammer, on this rare occasion we disagree with him.

On the Republican side … foreign policy has been the subject of furious debate. To which Donald Trump has contributed significantly, much of it off-the-cuff, contradictory and confused. Hence his foreign policy speech on Wednesday. It was meant to make him appear consistent, serious and presidential. …

Its major theme, announced right at the top [was]: America First. Classically populist and invariably popular, it is nonetheless quite fraught. On the one hand, it can be meaningless — isn’t every president trying to advance American interests? …

On the other hand, America First does have a history. In 1940, when Britain was fighting for its life and Churchill was begging for U.S. help, it was the name of the group most virulently opposed to U.S. intervention. It disbanded — totally discredited — four days after Pearl Harbor. …

The irony is … it is the underlying theme of [Obama’s] foreign policy — which Trump constantly denounces as a series of disasters. Obama, like Trump, is animated by the view that we are overextended and overinvested abroad. …

Both the left and right have a long history of advocating American retreat and retrenchment. The difference is that liberals want to come home because they think we are not good enough for the world. Conservatives want to wash their hands of the world because they think the world is not good enough for us.

That’s nicely put! Our disagreements will come below.

For Obama, we are morally unworthy to act as world hegemon. Our hands are not clean. He’s gone abroad confessing our various sins — everything from the Iranian coup of 1953 to our unkind treatment of Castro’s Cuba to the ultimate blot, Hiroshima, a penitential visit to which Obama is currently considering.

Trump would be rightly appalled by such a self-indicting trip. His foreign policy stems from a proud nationalism that believes that these recalcitrant tribes and nations are unworthy of American expenditures of blood and treasure.

At least Krauthammer calls it “a proud nationalism”. Linda Chavez, in her article, likens Trump’s nationalism to disreputable [?] European nationalist groups which are better described as tribal. She seems to forget that the United States has for centuries been a melting-pot, and the American nation has been – until very recently under Obama – the least tribal in the world. And Trump’s “nationalism” is better described as patriotism. That’s what an American’s “proud nationalism” really is.

This has been the underlying view of conservative isolationism … It is not without its attractions. Trump’s version, however, is inconsistent and often contradictory. After all, he pledged to bring stability to the Middle East. How do you do that without presence, risk and expenditures (financial and military)? He attacked Obama for letting Iran become a “great power.” But doesn’t resisting that automatically imply engagement?

More incoherent still is Trump’s insistence on being unpredictable. An asset perhaps in real estate deals, but in a Hobbesian world American allies rely on American consistency, often as a matter of life or death. Yet Trump excoriated the Obama-Clinton foreign policy for losing the trust of our allies precisely because of its capriciousness. The tilt toward Iran. The red line in Syria. Canceling the Eastern European missile defense. Abandoning Hosni Mubarak.

Trump’s scripted, telepromptered speech was intended to finally clarify his foreign policy. It produced instead a jumble. The basic principle seems to be this: Continue the inexorable Obama-Clinton retreat, though for reasons of national self-interest, rather than of national self-doubt. And except when, with studied inconsistency, he decides otherwise.

Is Trump’s patriotism a “version of isolationism”?  Is it “inconsistent and often contradictory”? By “unpredictable” did he mean what Krauthammer is taking his words to mean?

What did Trump actually say?

We quote his speech in part (find all of it here):

America first will be the major and overriding theme of my administration. But to chart our path forward, we must first briefly take a look back. We have a lot to be proud of.

In the 1940s we saved the world. The greatest generation beat back the Nazis and Japanese imperialists. Then we saved the world again. This time, from totalitarianism and communism. The Cold War lasted for decades but, guess what, we won and we won big. …

Does he regret those American involvements? Not at all. He is proud of them.

Unfortunately, after the Cold War our foreign policy veered badly off course. We failed to develop a new vision for a new time. In fact, as time went on, our foreign policy began to make less and less sense. … We went from mistakes in Iraq to Egypt to Libya, to President Obama’s line in the sand in Syria. Each of these actions have helped to throw the region into chaos and gave ISIS the space it needs to grow and prosper. Very bad. It all began with a dangerous idea that we could make western democracies out of countries that had no experience or interests in becoming a western democracy.

With that we could not agree more strongly. It is not possible to turn states like Iraq and Afghanistan – Arab states, Islamic states – into Western style democracies.

And as for his comment on Obama’s actions – they have been “unpredictable” in that they make no logical sense. Krauthammer chooses them as examples of unpredictability to condemn Trump’s recommendation of it, when in fact Trump means something entirely different – as we shall see.

We tore up what institutions they had and then were surprised at what we unleashed. Civil war, religious fanaticism, thousands of Americans and just killed be lives, lives, lives wasted. Horribly wasted. Many trillions of dollars were lost as a result. The vacuum was created that ISIS would fill. Iran, too, would rush in and fill that void much to their really unjust enrichment.

They have benefited so much, so sadly, for us. Our foreign policy is a complete and total disaster. No vision. No purpose. No direction. No strategy.

Trump goes on to “identify weaknesses in our foreign policy” and to say how he would fix them. Among them (they are worth reading in full) is this:

We’ve had a president who dislikes our friends and bows to our enemies, something that we’ve never seen before in the history of our country. He negotiated a disastrous deal with Iran, and then we watched them ignore its terms even before the ink was dry. Iran cannot be allowed to have a nuclear weapon, cannot be allowed. Remember that, cannot be allowed to have a nuclear weapon. And under a Trump administration, will never, ever be allowed to have that nuclear weapon …

At the end of his analysis and outline of his intentions he promises:

 This will all change when I become president.

To our friends and allies, I say America is going to be strong again. America is going to be reliable again. It’s going to be a great and reliable ally again. It’s going to be a friend again. We’re going to finally have a coherent foreign policy based upon American interests and the shared interests of our allies.

Does that sound isolationist?

We need a long-term plan to halt the spread and reach of radical Islam.Containing the spread of radical Islam must be a major foreign policy goal of the United States and indeed the world. Events may require the use of military force, but it’s also a philosophical struggle, like our long struggle in the Cold War.

Absolutely right! And no other politician, as far as we can recall, has said it before.

He goes on to speak of “working very closely with our allies in the Muslim world”, which is one of the few points on which we disagree. There can be no such thing as an American ally in the Muslim world, precisely because “the philosophical struggle” prohibits it. Islam is ideologically opposed to the West.

… And then there’s ISIS. I have a simple message for them. Their days are numbered. I won’t tell them where and I won’t tell them how. We must as a nation be more unpredictable. We are totally predictable. We tell everything. We’re sending troops. We tell them. We’re sending something else. We have a news conference. We have to be unpredictable. And we have to be unpredictable starting now. But they’re going to be gone. ISIS will be gone if I’m elected president. And they’ll be gone quickly. They will be gone very, very quickly.

So that is what Trump means by “unpredictable”. A commander-in-chief does not announce to his country’s enemy just when its army will stop fighting and when he will withdraw his troops – as Obama has done. It is a military absurdity!

He goes on to say “we have to rebuild our military and our economy”.

The Russians and Chinese have rapidly expanded their military capability, but look at what’s happened to us. Our nuclear weapons arsenal, our ultimate deterrent, has been allowed to atrophy and is desperately in need of modernization and renewal. And it has to happen immediately. Our active duty armed forces have shrunk from 2 million in 1991 to about 1.3 million today. The Navy has shrunk from over 500 ships to 272 ships during this same period of time. The Air Force is about one-third smaller than 1991. Pilots flying B-52s in combat missions today. These planes are older than virtually everybody in this room.

And what are we doing about this? President Obama has proposed a 2017 defense budget that in real dollars, cuts nearly 25 percent from what we were spending in 2011. Our military is depleted and we’re asking our generals and military leaders to worry about global warming.

We will spend what we need to rebuild our military. It is the cheapest, single investment we can make. We will develop, build and purchase the best equipment known to mankind. Our military dominance must be unquestioned, and I mean unquestioned, by anybody and everybody.

Does that sound “isolationist”?

But we will look for savings and spend our money wisely. In this time of mounting debt, right now we have so much debt that nobody even knows how to address the problem. But I do. No one dollar can be wasted. Not one single dollar can we waste. We’re also going to have to change our trade, immigration and economic policies to make our economy strong again. And to put Americans first again.

But, he says …

I believe an easing of tensions, and improved relations with Russia from a position of strength only is possible, absolutely possible. Common sense says this cycle, this horrible cycle of hostility must end and ideally will end soon. Good for both countries.

Some say the Russians won’t be reasonable. I intend to find out. If we can’t make a deal under my administration, a deal that’s great — not good, great — for America, but also good for Russia, then we will quickly walk from the table. It’s as simple as that. We’re going to find out.

Fixing our relations with China is another important step — and really toward creating an even more prosperous period of time. China respects strength and by letting them take advantage of us economically, which they are doing like never before, we have lost all of their respect.

We have a massive trade deficit with China, a deficit that we have to find a way quickly, and I mean quickly, to balance. A strong and smart America is an America that will find a better friend in China, better than we have right now. Look at what China is doing in the South China Sea. They’re not supposed to be doing it. …

To be militarily strong again, and at the same time try to negotiate better relations with an aggressive Russia and China – is that “contradictory” or is it speaking softly while carrying a big stick? 

I will not hesitate to deploy military force when there is no alternative. But if America fights, it must only fight to win. …

Our power will be used if others do not play by the rules. In other words, if they do not treat us fairly. Our friends and enemies must know that if I draw a line in the sand, I will enforce that line in the sand. Believe me.

My goal is to establish a foreign policy that will endure for several generations. That’s why I also look and have to look for talented experts with approaches and practical ideas … We have to look to new people because many of the old people frankly don’t know what they’re doing

No country has ever prospered that failed to put its own interests first. Both our friends and our enemies put their countries above ours and we, while being fair to them, must start doing the same. We will no longer surrender this country or its people to the false song of globalism. The nation-state remains the true foundation for happiness and harmony.  I am skeptical of international unions  … And under my administration, we will never enter America into any agreement that reduces our ability to control our own affairs. …

I will view as president the world through the clear lens of American interests. I will be America’s greatest defender and most loyal champion. …

The world is most peaceful and most prosperous when America is strongest. America will continue and continue forever to play the role of peacemaker. We will always help save lives and indeed humanity itself, but to play the role, we must make America strong again. … We have to and we will make America great again.

Where are the alleged “inconsistencies”? Where is the “jumble”. (We urge doubters to read the whole speech and tell us if they find any inconsistencies or contradictions that we have overlooked.)

The speech as a whole could be taken as a manifesto of the new Republicanism – what the Republican Party will stand for under the leadership of Donald Trump. He will take the Party forward, but not in the direction it has long wanted to go. It wanted to go, but did not move. He will make both good and bad decisions, as leaders generally do. But he will make them in the interests of a strong and prosperous America, and that is an America that is good for the world.

We are about to make sweeping generalizations, with no attempt to accommodate all shades of opinion. ( Shades of opinion are welcome in comment.) 

Left and Right inhabit different universes of discourse. Completely different issues concern them.

The biggest issues on the American Left (in random order) are:

  • Climate and the Environment
  • Sex
  • Race
  • Social Justice

To elaborate a little more:

The Left – internationally – holds man-made global warming to be an urgent threat to all life on earth, and tries in the name of saving the planet to force redistribution of wealth over the whole world, the redistributing agent being ideally a world government run according to Leftist values.

The one freedom the Left passionately advocates for is that of Each to seek sexual satisfaction of any kind, and for Each to choose a personal sexual identity, all personal choices connected with sex to be protected by law and subsidized financially, where required, by government.

The Left catalogues all Americans and all foreign nations according to a race analysis, according to which the white race is privileged and oppressive, and all institutions, led by government, have a moral duty to compensate non-whites and handicap whites.

All inequalities between sexes, races, and classes are considered by the Left to be unjust, the injustice being perpetrated by institutions and needing to be corrected by government using any means, including quotas for opportunity and advancement; adjustment of standards for inclusion and compensation; enforced limitations on the expression of dissenting opinion; the redistribution of wealth and power.

The Right does not concern itself with these issues unless compelled to, in which case its dismissive opinion of them is:

Man-made global warming is not true and would not be a bad thing if it were.

Sex is a private matter, only of public concern if it harms children.

Race is irrelevant to all political issues.

All justice is personal, having no meaning apart from the individual; standards must be upheld; power belongs to the powerful and cannot be bestowed; wealth is inescapably unequal in a free society, equality and liberty being mutually exclusive.

The biggest issues on the American Right (also in random order) are:

  • Individual freedom
  • The economy
  • Defense
  • The Constitution

A little more:

The Right holds that individual freedom is the highest value. All innovation, all progress, depends on it.  It requires absolute freedom of speech. The prime duty of government is to protect it.

Capitalism is the only system that lifts people out of poverty and secures prosperity. The Right wants the free market to be left to operate without government interference.

The government’s duty of protection requires a strong military to defend the nation from foreign attack; to maintain America’s superpower status of which the Right is proud; and specifically at this time to stop the advance of Islam and its terrorism.

The Constitution established the best possible system of government for a free society and the Right holds that it must be upheld and defended in its entirety.

The Left does not concern itself with these issues unless compelled to, in which case its dismissive opinion of them is:

The individual is less important than the collective, and individual interests are always subordinate to those of the collective.

Capitalism is evil, it values profits above people, it allows some to be rich while it keeps the many poor. The economy needs to be planned centrally by government for the equal good of all.

Wars should never be fought. Spending money on the military is a huge waste. America should not be the world’s policeman. It should not be a superower.

The Constitution is an outdated document. It says nothing about slavery. It stands in the way of an enlightened executive, such as President Obama’s, hampering his laudable efforts to change America into a more equal society.

Plainly, there is no common ground between Left and Right.

Dennis Prager writes at Townhall:

Just about all candidates for president regularly announce their intent to unite Americans, to “bring us together”.

It’s a gimmick.

If they are sincere, they are profoundly naive; if they are just muttering sweet nothings in order to seduce Americans to vote for them, they are manipulative.

In his acceptance speech at the 2004 Democratic National Convention, John Kerry, one of the most polarizing figures in modern American political history, said, “Maybe some just see us divided into those red states and blue states, but I see us as one America: red, white and blue.”

And President Barack Obama, who has disunited Americans by race, class and gender perhaps more than any president since the beginning of the 20th century, regularly campaigned on the theme of uniting Americans.

In his 2008 victory speech, President-elect Barack Obama said: “We have never been just a collection of … red states and blue states. We are, and always will be, the United States of America.”

In their current campaigns for president, Republican Gov. John Kasich and Democrat Hillary Clinton regularly proclaim their intention to bring Americans together. He, one suspects, because he is naive, and she, because she will say pretzels come from Neptune if it will garner votes.

Bringing people together is actually the theme of John Kasich’s entire campaign.

One headline on the “Meet John” page of his website says, “BRINGING PEOPLE TOGETHER, LIFTING PEOPLE UP.”

Senator Rob Portman said of Kasich on Feb. 1, 2016, “I am endorsing John Kasich because I believe he is the person our country needs to bring Americans together.”

And Clinton, who, according to CNN, is tied with Trump for the most negatives in presidential polling for either Republicans or Democrats since 1984, also speaks repeatedly about her ability and desire to bring Americans together.

The “Hillary Clinton for President Supporters” Facebook page has even said, “We’re in the business of bringing people together.”

What’s more, on April 6, 2016, CNN posted a YouTube video titled: “Hillary Clinton — We need a president who can bring people together.”

Lanny Davis, who served as special counsel to former President Bill Clinton, wrote on The Hill website that “Clinton wants to bring us together”.

Beyond Kasich and Clinton, Sen. Bernie Sanders made this a major theme in one of his ads called “Together”, which begins with Sanders saying, “Our job is to bring people together.”

Even Trump, who divides Republicans – not to mention other Americans – like no Republican ever has, uses this mantra.

A January article on The Hill site quoted Trump saying, “I can really bring people together.”

Gov. Chris Christie introduced Trump on Super Tuesday, and a NJ.com column released that night was titled, “Christie on Super Tuesday: Trump is ‘bringing the country together’.”

For the record, Sen. Ted Cruz speaks about uniting Republicans, but not often about uniting all Americans.

All calls for unity by Democrats are particularly fraudulent. Dividing Americans by race, gender and class is how the left views America and how Democratic candidates seek to win elections.

But calls for unity are meaningless no matter who makes them, because no one who calls for unity tells you what they really mean. What they really mean is that they want to unite Americans around their values — and around their values only.

Would Clinton be willing to unite all Americans around recognizing the human rights of the unborn? Would she be willing to unite all Americans around support for widespread gun ownership?

Of course not.

She is willing to unite Americans provided they adopt her views.

Would Sanders like to “bring people together” in support of reducing corporate and individual income taxes in order to spur the economy?

Would Kasich be in favor of “bringing Americans together” by having them all support increasing the size of government and the national debt? One hopes not.

I first realized the dishonesty of just about all calls for unity during a 10-year period in which I engaged in weekly dialogues with clergy of all faiths. Protestant and Catholic clergymen and women would routinely call for Christian unity. When I asked Protestants if they would support such unity if it entailed them adopting the sacraments of the Catholic Church and recognizing the pope as the Vicar of Christ on Earth, the discussion ended. Similarly, when I asked Catholic priests if they would give up the sacraments and the papacy in order to achieve unity with Protestant Christians, all talk of unity stopped. And, of course, the same would hold true for both Orthodox and non-Orthodox Jews who routinely call for Jewish unity.

Even more absurd are the calls of naive Christians and Jews to have all the “children of Abraham” – Jewish, Christian and Muslim – unite.

The calls themselves can even be dangerous. One would be hard-pressed to name a single free society that was ever united outside of wartime. The only truly united countries are totalitarian states.

So, why do presidential candidates repeat this nonsense every four years? Because Americans fall for it every four years.

But it’s time to grow up.

The gap between the left and right is unbridgeable. Their worldviews are mutually exclusive.

The Westphalian question 150

In a recent article in the Wall Street Journal titled A Path Out of the Middle East Collapse, Henry Kissinger wrote:

ISIS’s claim has given the millennium-old split between the Shiite and Sunni sects of Islam an apocalyptic dimension. The remaining Sunni states feel threatened by both the religious fervor of ISIS as well as by Shiite Iran, potentially the most powerful state in the region. Iran compounds its menace by presenting itself in a dual capacity. On one level, Iran acts as a legitimate Westphalian state conducting traditional diplomacy, even invoking the safeguards of the international system. At the same time, it organizes and guides nonstate actors seeking regional hegemony based on jihadist principles: Hezbollah in Lebanon and Syria; Hamas in Gaza; the Houthis in Yemen. Thus the Sunni Middle East risks engulfment by four concurrent sources: Shiite-governed Iran and its legacy of Persian imperialism; ideologically and religiously radical movements striving to overthrow prevalent political structures; conflicts within each state between ethnic and religious groups arbitrarily assembled after World War I into (now collapsing) states; and domestic pressures stemming from detrimental political, social and economic domestic policies … The U.S. should be prepared for a dialogue with an Iran returning to its role as a Westphalian state within its established borders.

What was Kissinger talking about? What did he mean by “a legitimate Westphalian state”? What does “Westphalian” mean?

Commander J. E. Dyer views what is happening in the Middle East – and so in the world – very much as we do (though she approaches it from a different angle). She discusses Kissinger’s article and explains what is meant by “Westphalian”.

She writes:

Reading Henry Kissinger’s typically well-considered and intelligent article for the Wall Street Journal this weekend (“A Path out of the Middle East Collapse”), I had a growing sense that it isn’t so much a prescription for the future as a description of the past.

We wholly agree. Dr. Kissinger is not seeing the world as it is. He has not grasped – or been hit by – the import of the events that are unfolding: millions of Sunni Muslims, terrified of the power America has put in the hands of Shia Iran, flowing in a great tidal wave out of the Middle East to break on Europe’s shores and swamp the continent.

The sense began with the first paragraph, in which Kissinger defines the scope of what’s collapsing, and dates it only to 1973, when the U.S. moved to stabilize the Middle East during the Yom Kippur War.

But far more than recent U.S. policy on the Middle East is collapsing today.  What we’re seeing is more like the collapse of “Rome” itself:  the organization of Western power as a Europe-centric territorial phenomenon, setting unbreachable boundaries north, south, and west of a restless and perennially “unorganizable” Middle East.

Last year, we might have said that it was “Sykes-Picot” that was collapsing: a popular shorthand reference to the European colonial disposition of Middle Eastern boundaries at the end of World War I.  But that was last year.  Now it’s 2015, and with the utter paralysis of Western nations in the face of massive and unforeseen, unarmed migration, it’s clear that Roman Europe itself is no longer a meaningful reality.

Consider:  the Roman Empire in its heyday would not have tolerated this migration.  Neither would the Europe of muscular Christendom, or the Europe of trading monarchies, of the Westphalian nation-state era, of the “concert of Europe” era, or of the Cold War.  As long as Europe had a civilizational idea of defending and preserving itself, the legacy of Rome was alive.  Altered, perhaps, with the passage of time and the emergence of new ideas, but still kicking.

Today, the legacy of Rome looks to be an empty shell.  There is territory left, of course – but there is no idea.  In fact, the West has spent much of the last 50 years apologizing for ever having had its signature idea, and vowing to no longer have it.

Without that idea, the West has no motive to organize itself against destruction, either internal or from an external source.  The idea of the West is ultimately what has collapsed, at least as an organizing principle that preserved for many centuries, and for multiple purposes, the security boundaries of “Rome.”

And with that collapse goes the whole structure of expectations that made Dr. Kissinger’s prescription for American policy possible.

This point crystallized for me at the end of his article, when he wrote these words (emphasis added):

The U.S. role in such a Middle East [i.e., with a stability structure supported by U.S. policy] would be to implement the military assurances in the traditional Sunni states that the administration promised during the debate on the Iranian nuclear agreement, and which its critics have demanded.

In this context, Iran’s role can be critical. The U.S. should be prepared for a dialogue with an Iran returning to its role as a Westphalian state within its established borders.

But that’s just the problem.  Without a dominant European idea – the civilizationally confident Europe of “Rome” – there is no such thing as a Westphalian state.  There is no form of power or authority that can enforce Westphalian rules.  Nor is there any great nation with a motive to enforce them.

This is too big a subject to bite off all of in a single blog post.

We found that too. This is a vast, deep, and overwhelmingly important subject. It will take much thinking about, beyond the bewilderment of the present moment.

So let me just look at two aspects of the proposition here.  One is Westphalianism itself, and why we should recognize that it must be under assault from today’s events.

Ultimately, what we call Westphalianism, after the Treaty of Westphalia that ended the Thirty Years’ War in 1648, is an attempt to enable nation-states to coexist pragmatically – a good in itself, enshrined as the “advantage of the other,” or the “common good” – without settling theological questions. …

The nations of 1648 had no intention of ceasing to see themselves as Christian organizations on the earth.  What they intended to do was cease making theological disputes (i.e., Protestant versus Catholic disputes, which were the main ones among the belligerents at the time) a casus belli between them.

Westphalia was a watershed statement … that the armed might of the state should not be used, implicitly against the common good, to vindicate or enforce specific theological interpretations of God. The genius of Westphalianism is that the scope of national sovereignty is held to be not limitless, but limited. …  Westphalianism leaves the things of God to God, and attends to the things of Caesar.  Westphalianism is based on a moral assumption, but is essentially an idea of pragmatism.

This is why the resurgence of apocalyptic Islam is antithetical to Westphalianism.  Predatory Shia Iran and the rise of Sunni state-Islamism – not only in the form of ISIS, but in the form of the longer-organized Muslim Brotherhood – are real and meaningful evidence that the bloody, thrashing Islamism of today is not Westphalian, and cannot be. … 

Which is to say, “is not tolerant, and cannot be”.

The premise of Westphalianism is that all the nations are trying to get along, and need a modus vivendi to regularize things.

The premise of Islamism is that nationhood itself doesn’t matter – indeed, is there to thwart Islamic unity, and must be overset.

These two premises can’t coexist.  The Treaty of Westphalia was signed by a group of nations that all agreed on nationhood.  Even internationalist Communism, the horseman of apocalypse in the 20th century, had uses for nationhood that could keep it pragmatically satisfied for decades.  Communism was willing to accept that the state would eventually wither away, but still act like a state in the meantime.

Islamism sees the nation-state as a rampart of evil, blocking the path of the caliphate.  Islamism has the excuse of belief for not respecting the rules of state sovereignty under Westphalianism.

We can’t assume away the strength or pervasiveness of the Islamist challenge to Westphalianism.  Maybe as recently as 2014, it was possible to be complacent about that.  But the earthquake of migration into Europe has reached a level that is proving against Europe, on a daily basis, that Westphalianism is not even in operation anymore.  This is the second aspect of the problem that we have to consider.

The current migration crisis means Westphalianism is dead.

If Westphalianism were still in operation, the migrant crisis wouldn’t have reached its current proportions.  Westphalian states would see it, properly, as something to defend themselves against, and would take pragmatic measures to stem the tide.  Those measures would include intervention abroad, to stabilize foreign conditions, and paying other nations to take the migrants, as well as setting strict limits on immigration and advertising clearly that the doors were closed.  Deportation and physical barriers would be seen as regrettable, perhaps, but hardly as moral evils.

The Westphalian view is clear that humaneness doesn’t demand sacrificing the benefits of national sovereignty for hundreds of millions of people.  Yet that self-abnegating idea is the default proposition governing the response of Europe – and even of the United States – to the current migration crisis.

If the West won’t enforce Westphalianism in defense of its own territory and communities, there’s no reason to think Westphalianism will be enforced on Iran.  The unenforceability of the JCPOA on Iran’s nuclear program arises from the same deficit of Western confidence in the use of state power.

And because the fundamental clash going on is between Islamism and a collapsing idea of Western civilization, this dynamic is too big to be put in balance by a mere restoration to the framework of 1973 or 1919.  That’s not actually possible, in any case – and even 1818 and 1648 don’t go far enough back. Those dates were about Christian states proving things to themselves.

It’s Islamism to which the evolutionary Western idea of multilateralism, limited sovereignty, and freedom of conscience for peoples has now to be proven.  This is a real geopolitical crisis point, not an abstraction.  If necessary, the Western idea has to prove itself over Islamism.

In the process of doing that, “Westphalianism” will inevitably evolve, to some extent.  We will end up rewriting it.  I think we’ll preserve most of it, but it will have to find a way to stand, and not give way, before a religious concept that negates Westphalianism’s very foundation; i.e., the limited-sovereignty nation-state.  I’m not sure we can foresee at the moment what it will all look like when we’re done.

One thing we can say as we part here, however, is that this tremendous crisis in world affairs represents an opportunity, for people who love limited government, freedom, and hope.  

Only with that last sentence we disagree. Commander Dyer’s website is called the Optimistic Conservative. Ours, at this point, though similarly conservative, is pessimistic.

We see the world changing for the worse. We see the idea of liberty slipping away, because the liberal democracies of the West no longer want it. 

We do not understand why they don’t want it, but it seems plain enough that they don’t.

So this man, Barack Hussein Obama, the son of an American hippie and a Communist member of the Luo tribe of East Africa …

educated for a few years in an Indonesian madrassa …

then in America promoted through affirmative action to position after position beyond his abilities …

all the way to being elected to the presidency of the United States of America,  and so nominally to the leadership of the free world ….

has had, as a result of his inadequacy of understanding, his pusillanimity of character, his political puerility …

an enormous effect on the direction history is taking.

He has not just voluntarily but insistently surrendered the West to the mullahs of Shia Iran, empowering and enriching them to such an extent that millions of Sunnis are fleeing their homes and making for Europe in fear of them.

And the Europeans have no idea what to do about it. They dither about being humane, welcoming refugees, sharing what they have with their Muslim brothers and sisters. Christian-style. Self abnegation. Self-sacrifice. Not resisting evil. Forgiving. Not being racist. Caring. It  makes them feel good. They probably even expect gratitude …

… And, as nations, they are dying.

Already ISIS, who seized territory from the erstwhile and short-lived states of Iraq and Syria, has announced that Sweden will be the first European country to come under its caliphate.

This drift of populations, this overwhelming of the liberal democracies, is no longer hypothetical.  It is WHAT IS HAPPENING.

And it is not only changing geopolitical conditions, but also the very ideas on which Western political order and civilization are built.

The European leaders who are letting it happen, are all at sea. They don’t know what they’ve done or what the consequences will be.

Nothing anyone says will change their minds. But reality will. Reality has a nasty way of continuing to accrue consequences regardless  of whether it is reckoned with or not. The result is the end of the liberal democratic nation-state.

Who are the people who have let this happen?

They are the bien pensants, the Great and the Good; climate alarmists plotting world government; and the people who meet at Bilderberg get-togethers (like Peter Sutherland, the man we wrote about and quoted yesterday), who believe that they are the natural movers and shakers, the best qualified to steer the good ship Mankind.

They have steered it to shipwreck.

Nearly a hundred years ago, the Ottoman Empire was brought to an end when the German-Turkish alliance was defeated in the First World War. Its former territories in the Middle East became independent states or temporary mandates of European powers.

Efraim Karsh, reviewing a new book* on the subject, corrects errors of fact on which its author relies – and which have been all too generally accepted.

The corrections are important, so we reproduce the entire article:

A century after the catastrophic blunder that led to the destruction of the then longest-surviving empire on earth, culpability is still ascribed to the European powers. Rather than view the Ottoman entry into the First World War on the losing side for what it was – a failed imperialist bid for territorial aggrandizement and reassertion of lost glory – the Muslim empire has been portrayed as the hapless victim of European machinations, driven into the world conflict by overbearing powers eager to expedite its demise and gobble up its lands.

Emblematic of the wider tendency to view Middle Easterners as mere objects, whose history is but a function of their unhappy interaction with the West, this conventional wisdom has proved remarkably resistant to the overwhelming evidence to the contrary, and Eugene Rogan’s The Fall of the Ottomans is no exception to this rule.

To begin with, in an attempt to underscore the Ottoman Empire’s untenable position on the eve of the war, Rogan reproduces the standard depiction of the protracted period preceding the empire’s collapse, or the Eastern Question as it is commonly known, as the steady European encroachment on Ottoman territory. “The looming prospect of a European general war”, he writes, “raised the imminent threat of a Russian annexation of Istanbul, the straits, and eastern Anatolia – and the ultimate dismemberment of the Ottoman Empire among the Entente Powers. France was known to covet Syria, Britain had interests in Mesopotamia, and Greece wished to expand its grip over the Aegean.”

Reality, however, was quite different. Far from setting their sights on Ottoman lands, the European powers had consistently shored up the ailing Muslim empire for well over a century, saving it time and again from assured destruction – from Muhammad Ali’s imperialist bid of the 1830s, to the Balkan crises of the 1870s, to the Balkan war of 1912–13. And it was none other than Russia that acted as the Ottoman Empire’s latest saviour, halting its former Bulgarian subject at the gates of Istanbul, not once but twice: in November 1912 and March 1913. Several months later St Petersburg joined London and Berlin in underscoring “the necessity of preserving the Turkish Realm in its present form”.

All this means that by the outbreak of the Great War, the Ottoman Empire was scarcely a spurned and isolated power in danger of imminent destruction. Rather, it was in the enviable position of being courted by the two warring camps: the German-Austro-Hungarian Central Alliance wished its participation in the war, while the Anglo-French-Russian Triple Entente desired its neutrality. So much so that on August 18, 1914, less than a month after the outbreak of hostilities, the Entente’s ambassadors to Istanbul assured the Grand Vizier of the empire’s continued survival were it to stay out of the war, while the British Foreign Secretary vowed the preservation of Ottoman territorial integrity “in any conditions of peace which affected the Near East, provided she preserved a real neutrality during the war”. Five days later, at Ottoman request, the three powers put down this pledge in writing.

Had the Ottomans accepted this guarantee and kept out of the war, their empire would have readily weathered the storm. But then, by the time the Entente made its far-reaching proposal, Istanbul had already concluded a secret alliance with Germany that had effectively transformed it into a belligerent. This, nevertheless, didn’t prevent it from maintaining the false pretence of neutrality vis-à-vis the Entente, or even feigning interest in joining its ranks, while at the same time laying the groundwork for war and exploiting Berlin’s eagerness for the immediate initiation of hostilities to extract substantial military and economic benefits.

Preserving the myth of immaculate Turkish victimhood, Rogan claims that “the Ottoman leadership had no wish to enter a general European conflict” and was grudgingly driven to the German embrace by the Entente’s indifference, if not hostility, to its predicament. His proof is the supposed French rebuff of an alliance proposal, allegedly made during a visit to Paris in July 1914 by the military leader Djemal Pasha, as well as the British requisition of two warships commissioned by the Ottomans. “The British decision to requisition the ships was treated as a national humiliation in Turkey and ruled out the possibility of any accord between Britain and the Ottoman Empire”, Rogan writes. “The very next day, 2 August 1914, the Ottomans concluded a secret treaty of alliance with Germany.”

The problem with these well-worn stories is that there is no shred of evidence of Djemal’s alleged overture (its only mention is in his memoirs, written after the war and the collapse of the Ottoman Empire with the clear aim of exonerating himself from responsibility for this calamity), while the requisition announcement was made on August 3 – a day after the conclusion of the secret Ottoman-German alliance.

But even if the announcement had been made a few days earlier, it would have made no difference whatsoever for the simple reason that the terms of the Ottoman-German alliance had already been agreed on July 28. Moreover, it was the Ottomans rather than the Germans who had opted for an alliance within days of the assassination of Archduke Franz Ferdinand on June 28, 1914 – weeks before the outbreak of hostilities; who were the driving force in the ensuing secret negotiations; and who largely prevailed over their German counterparts in deciding the alliance’s broad contours. As Kaiser Wilhelm ordered his more sceptical negotiators: “A refusal or a snub would result in Turkey’s going over to Russo-Gallia, and our influence would be gone forever … Under no circumstances whatsoever can we afford to turn them away”.

The truth of the matter is that the Ottoman Empire was neither forced into the First World War in a last-ditch attempt to ensure its survival, nor manoeuvred into it by an overbearing German ally and a hostile Entente, but rather plunged head on into the whirlpool. War, for the Ottoman leaders, was not seen as a mortal danger to be averted, but a unique opportunity to be seized. They did not seek “an ally to protect the empire’s vulnerable territory from the consequences of such war” but a powerful underwriter of their imperialist ambitions; and apart from their admiration for Germany and their conviction that it would ultimately be victorious, the Entente had less to offer by way of satisfying these ambitions, first and foremost “the destruction of our Muscovite enemy to obtain a natural frontier to our empire, which should include and unite all branches of our race” (in the words of the Ottoman declaration of war).

Just as the fall of the Ottoman Empire was not the result of external machinations but a self-inflicted catastrophe, so the creation of the modern Middle East on its ruins was not an imperialist imposition but the aggregate outcome of intense pushing and shoving by a multitude of regional and international bidders for the Ottoman war spoils in which the local actors, despite their marked inferiority to the great powers, often had the upper hand.

While Rogan occasionally alludes to this reality, these allusions are far too sparse and timid to break from the standard misrepresentation of the post-war regional order as an artificial Western creation. He aptly notes that “the map drawn by Sykes and Picot bears no resemblance to the Middle East today”, yet reiterates the standard depiction of the agreement as a colonial imposition rather than a British effort “to reconcile the interests of France with the pledges given to the [Arabs]” (to use Albert Hourani’s words), or indeed – the first-ever great power recognition of Arab right to self determination (well before President Woodrow Wilson turned this principle into a driving force of international politics). He similarly observes that Turkey, Iran and Saudi Arabia (or the Hijaz, as it was then known) “achieved independence within frontiers of their own devising”, yet parrots the conventional wisdom that the imperial powers outlandishly “imposed the borders and systems of governments of most states in the region”.

In fact, most states in the region were established pretty much as a result of local exertions. The modern state of Iraq, to give a prominent example, was created in its present form (rather than divided into three states in accordance with the existing realities of local patriotism and religious affinities) on behalf of Emir Faisal of Mecca and at his instigation, while Jordan was established to satisfy the ambitions of Faisal’s older brother Abdullah. Likewise, the nascent Zionist movement exploited a unique convergence of factors to harness British support to its national cause, to have this support endorsed by the international community and incorporated into the League of Nations Mandate for Palestine, and to cling tenaciously to these achievements until their fruition in the establishment of the State of Israel in May 1948.

Eugene Rogan acknowledges that “the borders of the post-war settlement have proven remarkably resilient”. Yet he fails to draw the selfevident conclusion that this state of affairs reflects their congruity with local realities, instead echoing the common refrain that ascribes the region’s endemic volatility to the supposed dissatisfaction with these boundaries.

Had this actually been the case, Arab leaders would have seized some of the numerous opportunities they had over the past century to undo the post-Ottoman order and unify the so-called Arab Nation; and they could have readily done this by peaceful means rather than incessant fighting. But then, violence has hardly been imported to the Middle East as a by-product of European imperialism; it was a part of the political culture long before. And if anything, it is the region’s tortuous relationship with modernity, most notably the stubborn adherence to its millenarian religiously based imperialist legacy, which has left physical force as the main instrument of political discourse to date.

But to acknowledge this would mean abandoning the self-righteous victimization paradigm that has informed Western scholarship for so long, and treating Middle Easterners as equal free agents accountable for their actions, rather than giving them a condescending free pass for political and moral modes of behaviour that are not remotely acceptable in Western societies. Sadly, The Fall of the Ottomans signals no such paradigm shift.

The taking down of America 45

President Obama believes that America is arrogant.* If his foreign policy can be explained by anything, it would be his intention to bring America down a peg or ten. Looked at like that, the disasters we see happening in many parts of the world are testimony not to  Obama’s failure, but to his success.

Not that President Obama can have any objection to arrogance as such. He is an arrogant man. He just doesn’t want America to be proud of its superiority. He hates the very idea that it is superior. But while he would not even acknowledge its political-moral superiority as a republic constituted for liberty, he cannot deny that it is economically and militarily stronger than any other country. So he’s been working to change that for the last six years.

The whole world is the worse for his efforts.

The 6 years of Barack Obama’s foreign policy have seen American influence and power decline across the globe. Traditional rivals like China and Russia are emboldened and on the march in the South China Sea and Ukraine. Iran, branded as the world’s deadliest state sponsor of terrorism, is arrogantly negotiating its way to a nuclear bomb. Bloody autocrats and jihadist gangs in the Middle East scorn our president’s threats and behead our citizens. Countries in which Americans have shed their blood in service to our interests and ideals are in the process of being abandoned to our enemies. And allies like Israel and Saudi Arabia are bullied or ignored. All over the world, a vacuum of power has been created by a foreign policy sacrificed to domestic partisan advantage, and characterized by criminal incompetence.

Incompetence is what it looks like. But if failure is the aim, then either the incompetence is only an appearance, or it is a means to the end.

How we have arrived at this point, the dangers to our security and interests if we don’t change course, and what must be done to recover our international prestige and effectiveness are the themes of Bret Stephens’ America in Retreat. The New Isolationism and the Coming Global Disorder. …

A clear sign of American retreat is the precipitous decline in military spending. “In the name of budgetary savings,” Stephens writes, “the Army is returning to its June 1940 size,” and “the Navy put fewer ships at sea at any time since 1916.” The Air Force is scheduled to retire 25,000 airmen and mothball 550 planes. Our nuclear forces are being cut to meet the terms of the 2010 New Start Treaty with Russia, even as its nuclear arsenal has been increasing. Meanwhile Obama … issues empty threats, blustering diktats, and sheer lies that convince world leaders he is a “self-infatuated weakling”.

Unfortunately, 52% of the American people agree that the U.S. “should mind its own business internationally”,  and 65% want to “reduce overseas military commitments”, including a majority of Republicans. This broad consensus that America should retreat from global affairs reflects our age’s bipartisan isolationism, the centerpiece of Stephens’ analysis. This national mood is not a sign of decline, according to Stephens, who documents the enormous advantages America still enjoys globally, from its superiority in research and entrepreneurial vigor, to its healthy demographics and spirit of innovation. But it does bespeak a dangerous withdrawal from the policies that created the postwar Pax Americana – even though this global order policed by the U.S. defeated the murderous, nuclear-armed ideology of Soviet communism, and made possible the astonishing economic expansion that has lifted millions from poverty all over the world. …

For Stephens, isolationism has not been the only danger to American foreign policy success. What he calls “the overdose of ideals”, specifically the “freedom agenda” of the sort George W. Bush tried in Iraq and Afghanistan, has misdirected our efforts and squandered our resources in the pursuit of impossible goals. The success of the Cold War and the subsequent spread of democracy and free-market economies suggested that the world could be not just protected from an evil ideology, but “redeemed” by actively fostering liberal democracy even in countries and regions lacking the necessary network of social mores and political virtues upon which genuine liberal democracy rests. But in attempting to redeem the world, Stephens notes, policy makers “neglected a more prosaic responsibility: to police it”.

The failures to create stability, let alone true democracy, in Iraq and Afghanistan have enabled what Stephens calls the “retreat doctrine”, one to be found in both political parties. Barack Obama is the master of this species of foreign policy, incoherently combining idealistic democracy-promoting rhetoric with actions that further withdraw the U.S. from its responsibility to ensure global order. Under the guise of “nation-building at home,” and in service to traditional leftist doubt about America’s goodness, Obama has retreated in the face of aggression, and encouraged cuts in military spending in order to fund an ever-expanding entitlement state.

But also, equally, in order to make America weaker.

Meanwhile, “Republicans are busy writing their own retreat doctrine in the name of small government, civil liberties, fiscal restraint, ‘realism’,  a creeping sense of Obama-induced national decline, and a deep pessimism about America’s ability to make itself, much less the rest of the world, better.”

The “retreat doctrine” is dangerous because global disorder is a constant contingency. The remainder of Stephens’ book approaches this topic first from the perspective of theory and history, and then from today’s practice. History teaches us that all the substitutes for a liberal dominant global power have failed to prevent the descent into conflict and mass violence. The ideas of a balance of power, collective security, or the presumed peaceful dividend and “harmony of interests” created by global trade did not prevent World War I or its even more devastating sequel. Nor are they any more useful in our own times.

As for today, Stephens identifies several challenges to a global order fragilely held together by the commitment to liberal democracy, open economies, and the free circulation of ideas and trade. The “revisionists” attack this model from various perspectives. Iran sees it as a fomenter of godlessness and hedonism, Russia is moved to oppose it by “revanchism and resentment”,  and China believes that it “is a recipe for bankruptcy and laziness”,  lacking a “sense of purpose, organization, and direction”.  All three see evidence for their various critiques in the failure of the U.S. to exercise its massive power in the face of challenges, and in the willingness of American elites to revel in guilt and self-doubt. These perceptions of national decline invite rivals and enemies to behave as if the U.S. is in fact declining.

The other international players that could worsen disorder are “freelancers” and “free radicals”.  The former include those countries like Israel or Japan who, convinced that America will not act in its own or its allies’ interests, will understandably take action that necessarily entails unforeseen disastrous consequences. Much more dangerous are the “free radicals”, the jihadist gangs rampaging across 3 continents, and the nuclear proliferators like Iran, North Korea, and Pakistan’s A.Q. Khan, whose collaboration with each other and rogue regimes like Venezuela endangers the world through provoking even further proliferation on the part of rivals, or by handing off nuclear weapons to terrorist organizations. And then there are “free radicals” like Edward Snowden and Julian Assange, who have undermined global order by publicizing the necessarily covert tools, practices, and institutions that undergird and protect it.

Finally, there are the structural weaknesses of the globalized economy and its continuing decline in growth, which may create “breaks” in national economic systems that “will be profoundly disruptive, potentially violent, and inherently unpredictable”. Add America’s retreat from world affairs and reductions in military spending, and in the “nearer term”, Stephens warns, “terrorists, insurgents, pirates, hackers, ‘whistleblowers’,  arms smugglers, and second-rate powers armed with weapons of mass destruction and ballistic missiles will be able to hold the United States inexpensively at risk”,  provoking further American retreat from world affairs and the inevitable increased aggression by our enemies and rivals.

 So what can be done? In his conclusion Stephens applies to foreign affairs the “broken windows” tactics of urban policing that caused rates of violent crimes to plummet over the last few decades. Thus “the immediate goal of U.S. foreign policy should be to arrest the continued slide into a broken-windows world of international disorder”.

This foreign policy would require increasing U.S. military spending to 5% of GDP, with a focus on increasing numbers of troops, planes, and ships rather than on overly sophisticated and expensive new weapons. It would mean stationing U.S. forces near global hotspots to serve as a deterrent and rapid-reaction force to snuff out incipient crises. It would require reciprocity from allies in military spending, who for too long have taken for granted the American defense umbrella. It would focus attention on regions and threats that really matter, particularly the borderlands of free states, in order to protect global good citizens from predators. It means acting quickly and decisively when conflict does arise, rather than wasting time in useless debates and diplomatic gabfests. Finally, it would require that Americans accept that their unprecedented global economic, cultural, and military power confers on us both vulnerability to those who envy and hate us, and responsibility for the global order on which our own security and interests depend.

No matter how understandable our traditional aversion to military and political entanglements abroad, history has made us the global policeman, one committed to human rights, accountability, and political freedom. If we abdicate that position, there is no country powerful, or worthy enough, to take our place.

We agree with that.

And Thornton tantalizes us with this:

Stephens ends with an imagined “scenario” of how a serious global disruption could occur, one grounded in current trends and thus frighteningly believable.

When we’ve found out what that scenario is, which is to say when we’ve read the book, we’ll return to this important subject.

A kaleidoscopic shift of the political pattern of Europe 198

New political parties have been rising in many European countries to oppose established policies of both leftist and conservative governments, particularly policies towards the European Union and immigration.

Most of the new parties are on the Right, but recently some have been formed – or have quite suddenly grown from being inconsequential groupings into forces to be reckoned with  – on the Left.

The newly aggressive parties of the Left are mainly in the South, in countries at the receiving end of EU subsidies, angry that the subsidies are not substantial enough.

The new parties of the Right are mainly in the North, in countries at the paying end of the system, angry that they have to subsidize the failing economies of the South.

That sections of the Left should see how badly Europe needs a strategy for survival, should find fault with the EU, and object to unending immigration of dependents into their already hard-pressed welfare states, is a startling development. It means that new political patterns of alignment and opposition are emerging.

In the following article, which we quote from Gatestone, Peter Martino writes about the new parties’ concern with the adverse economic effects of EU membership. He only touches on immigration as a factor in the intensifying discontent which prompts the formation of new political organizations, movements and agendas, but it is in fact quite as hot an issue.

Last week, the United Kingdom Independence Party (UKIP) won a landmark victory in the Rochester & Strood by-election. With this win, UKIP secured its second Member of Parliament. The UKIP candidate, Mark Reckless, won 42.1% of the votes, thrashing the Conservatives (34.8%), Labour (16.8%) and the Liberal Democrats (0.9%). It was the first time ever that UKIP stood in Rochester & Strood. The party won votes from all the major parties. The Conservatives lost 14.4% of the votes, Labour 11.7% and the Liberal Democrats a whopping 15.5%.

UKIP is expected to do very well in the British general elections next May. Last month, a poll predicted the party could win up to 25% of the vote in these elections. In the 2010 general elections, the party had only 3.1%.

UKIP stands for the preservation of the Britain’s national identity. It opposes the European Union (EU) and wants Britain to remain a sovereign nation rather than become a state of a federal Europe. The party is also critical of mass immigration, in particular from Eastern Europe. Though Nigel Farage, the UKIP leader, carefully avoids the issue of Islam, the party has also become the refuge of voters who worry about Islamization. Above all, however, the party embodies the dissatisfaction of the electorate with the traditional political establishment.

As such, UKIP is part of a broad trend that can currently be perceived all over Western Europe.

In Spain, a poll this week said that Podemos, a brand new party that was established only nine months ago, is currently the largest party in the country with 28.3% of the vote. The governing conservative Partido Popular of Prime Minister Mariano Rajoy would finish second with 26.3% and the Socialist Party would get only 20.1%. Three years ago, in the November 2011 general elections, the Partido Popular won 44.6% of the votes.

Unlike UKIP, Podemos is a party that clearly belongs to the left of the political spectrum. Podemos (the Spanish for We can) was founded by “anti-capitalist” academics and trade unionists who want to “oppose the dominating EU politics from the left”. Unlike UKIP, Podemos does not want to abolish the EU. On the contrary, since Spain is receiving billions of euros in EU subsidies, a majority of the Spaniards clearly want their country to remain an EU member state.

However, the party opposes the austerity policies that the EU is imposing on Spain as a prerequisite for the continuation of the flow of EU subsidies. Both the Spanish Socialist Party and Prime Minister Rajoy’s Partido Popular are perceived by voters as implementing the same set of EU-prescribed policies.

In this regard, Podemos does resemble UKIP, which also accuses the British political establishment of simply implementing EU mandated policies. In Britain’s case, the dissatisfaction with the EU stems mostly from British taxpayers having to pay billions to the EU, which are then transferred to countries in the south of Europe [such as Spain -ed], where governments use them to fund welfare programs. In this sense, the rise of leftist tax-and-spend parties (or rather tax-other-countries-and-spend parties), such as Podemos, reinforces the rise of parties such as UKIP in the north of Europe.

Indeed, all along the Mediterranean, parties opposing the EU-mandated austerity policies are growing spectacularly.

One of the keynote speakers at Podemos’ recent first-ever party congress was Alexis Tsipras, the leader of Greece’s neo-communist party Syriza. In last May’s European elections, Syriza became Greece’s biggest party with 26.5% of the votes, ahead of the governing Nea Demokratia party of Prime Minister Antonis Samaras. Syriza draws on the same kind of sentiments as Podemos and is popular for exactly the same reasons.

The same is true of Italy’s Five Star Movement, led by the comedian Beppe Grillo, which, with 21.2% of the vote, became the country’s second largest party in last May’s European elections.

And the same is even true for the Front National of Marine Le Pen in France. Ms Le Pen claims that without the euro, the EU’s common currency, there would be “no need for austerity”. Drawing on anti-EU sentiments, the Front National became the largest French party in last May’s European elections with 24.8% of the vote.

The popularity of these parties is still rising. A recent poll in France revealed that Marine Le Pen might win the next French presidential elections, not just in the first round, but also in the decisive second round. It is the first time ever that the FN leads in a presidential poll against France’s two major parties, the Socialist PS and the Center-Right UMP.

In the countries to the north, however, the popularity of the parties opposing the EU subsidization of the southern countries is rising equally spectacularly.

In the Netherlands, the anti-establishment Party for Freedom (PVV) of Geert Wilders is currently the biggest party in the polls. Wilders has consistently opposed the bailing out of countries such as Greece and Spain with Dutch taxpayers’ money.

In neighboring Germany, the Alternative for Germany (AfD), a party established last year to oppose eurozone bailouts, is shaking up politics with its astonishing wins in recent state elections.

In Sweden, the Sweden Democrats (SD), opposing both immigration and the EU, won 13% of the vote in last September’s general elections, but their popularity keeps rising. Last week, an SD spokesman said the party is currently expected to win up to 18% of the vote.

All across Europe, the electorate is deeply dissatisfied and disillusioned with both the Conservative and the Social-Democrat parties of the political establishment. Voters no longer see much difference between the traditional political protagonists, who are perceived as imposing an EU agenda that, for various reasons, is seen as bad for the country.

In Europe judging by the polls, political landslides are on the way.

Forward to the past 229

What does a conservative in the US most want to conserve? We would say: A commitment to liberty, the founding principle of his country. American conservatives may differ from each other on questions of religion, foreign affairs, entitlements and the economic “safety-net”, homosexual marriage and abortion, even on defense, but if they are not loyal to the Constitution and the idea of individual freedom that it enshrines, they are not true conservatives.

In Britain too, conservatives are dedicated to the defense of the traditional and hard-won liberties of the people.

In Russia, being a conservative means something different. The very opposite. What Russian conservatives want to conserve is their long and almost completely unbroken tradition of tyranny. The quarrel within their ranks would now, in post-Soviet times, be chiefly over whether they want a return to the Red Tyranny of Bolshevism, or the older tradition of Tsarist oppression, where cause for national pride may more confidently be found.

Owen Matthews, author of  Stalin’s Children, writes in the Spectator (UK) about a conservative Russian military leader:

Strange times throw up strange heroes — and in Russia’s proxy war with Ukraine, none is more enigmatic than the Donetsk rebel leader Igor Girkin, better known by his nom de guerre of Igor Strelkov.

In a few short months, Strelkov has gone from being an obscure military re-enactor to the highest-profile rebel leader in eastern Ukraine. But at the same time Strelkov’s fame and outspoken criticism of Vladimir Putin for failing to sufficiently support the rebels has earned him the enmity of the Kremlin. Moreover, Strelkov’s brand of sentimental ultra-nationalism, extreme Orthodoxy and Russian Imperial nostalgia offer a frightening glimpse into one of Russia’s possible futures.

In the West, we are used to seeing Putin cast as a dangerous adventurer and nationalist. But to Strelkov, and to the millions of Russians who have come to admire him, Putin isn’t nearly nationalist enough.

Within weeks of his arrival in eastern Ukraine in May this year, apparently on his own initiative, Strelkov quickly became the highest-profile rebel leader thanks to his discipline and military bearing. A veteran of wars in Bosnia, Transnistria and Chechnya, Strelkov is a reserve colonel in the Russian army and a former (and possibly current) officer in Russia’s military intelligence service, the GRU. With his clipped moustache, pressed fatigues and careful charm, Strelkov styles himself on a pre–revolutionary Tsarist officer. In May he mustered a 2,000-strong local defence force in Slavyansk, banned his troops from swearing and ordered two of his own men to be summarily executed for looting.

He wrote a manifesto calling his troops “an Orthodox army who are proud that we serve not the golden calf but our Lord Jesus Christ” and declared that “swearing is blasphemy, and a Russian warrior cannot use the language of the enemy. It demeans us spiritually, and will lead the army to defeat”.

Russian state television built Strelkov up as a hero. The nationalist writer Egor Prosvirnin praised him as the “Russian God of War” who “rinks the blood of foreign mercenaries to the last drop, and then asks for more”. …

And then, in mid-August, Strelkov mysteriously resigned his post as “defence minister” of the self-proclaimed Donetsk People’s Republic — along with two other Russian citizens who had been the civilian heads of the rebel Donetsk and Lugansk People’s Republics. All three rebel leaders were replaced by Ukrainian citizens.

The most obvious explanation for the reshuffle is that Moscow is preparing a negotiated settlement where the Russian-speaking eastern Ukraine — or Novo-Rossiya, “New Russia”, in Russian nationalist parlance — will be given some degree of autonomy within Ukraine. Despite overwhelming evidence to the contrary — from young soldiers’ Instagram selfies tagged to locations inside Ukraine to the Russian regular soldiers taken prisoners of war on Monday by Kiev’s troops — Moscow has also continued to insist that it is not a combatant in Ukraine. Clearly, having Russian citizens at the helm of supposedly autonomous rebel republics and their armed forces was a diplomatic inconvenience to the Kremlin which needed to be fixed — and pressure was put on Strelkov and his cronies to quit.

But there’s another, deeper meaning to Strelkov’s fall from favour. Though he’s often portrayed as a stooge of Moscow, Strelkov has in fact been consistently critical of the Kremlin’s failure to act decisively to annex eastern Ukraine as it annexed Crimea in spring. “Having taken Crimea, Putin began a revolution from the top,” Strelkov wrote in June. “But if we do not support [this revolution] now, its failure will sweep aside both him and the country.”

Strelkov’s close associate Igor Ivanov, the head of the rebel army’s political department, has also furiously denounced the “Chekist-oligarchic regime” of Vladimir Putin and has also predicted that Putin will soon fall, leaving only the army and the church to save Russia from chaos.

This mix of militarism, religion and a mystical faith in Holy Russia’s imperial destiny to rule over lesser nations has deep roots. Ivanov was until recently head of the Russian All-Military Union, or ROVS, an organisation originally founded by the White Russian General Baron Pyotr Wrangel in 1924 after the victory of the Bolsheviks in the civil war. Its guiding motive was to preserve the Tsarist ideals of God, Tsar and Fatherland. For much of the 20th century, ROVS was the preserve of elderly emigré fantasists — before a new generation of post-Soviet nationalists like Ivanov breathed new life into the organisation as a home for Russian ultra-nationalists who hate Putin’s brand of crony capitalism.

A similar outfit is the Narodny Sobor, or People’s Assembly, which describes itself as an “Orthodox-Patriotic organisation devoted to fighting ‘liberasts’ and western values, to promoting Orthodoxy, and to preserving the traditional family”, according to a recent study by Professor Paul Robinson of the University of Ottawa. In Russia, the Narodny Sobor has, along with the Russian Orthodox church, successfully campaigned for a tsunami of conservative legislation to be passed by the Duma, from banning swearing on television and in films to prohibiting the spreading of “homosexual propaganda”. The head of the Narodny Sobor’s Ukrainian branch is Igor Druz — a senior political advisor to Strelkov who has denounced the Kiev government as “pederasts and drug addicts”.

On the face of it, Strelkov and his ilk and Putin should be on the same side. They share a nostalgia for a lost Russian greatness — indeed Strelkov has a degree in history and was until recently an enthusiastic military re-enactor, playing White Guard and second world war officers. And this year, in the wake of the Ukrainian crisis, Putin has abandoned years of hard-edged pragmatism and economic prudence and moved towards the kind of mystical, Orthodox nationalism so beloved of the ROVS and Narodny Sobor crowd.

Yet as Putin prepares to sign off on some kind of compromise peace deal with the Ukrainian president Petro Poroshenko, there will be millions of Russians brainwashed by months of state television’s patriotic propaganda who will agree with Strelkov that Moscow is selling the rebels down the river.

Strelkov himself has little chance of becoming a serious opposition figure to Putin; he is too stiff and too weird for public politics. But Putin’s main challenger, when he comes, will be someone of Strelkov’s stamp.

We tend to think of Vladimir Putin as being most politically vulnerable from the left — from the liberal, western-orientated professionals who came out in their hundreds of thousands on the streets of Moscow and St Petersburg three years ago to protest at Putin’s third term. But in truth Putin’s real vulnerability is from the right — from the racist football fans who rioted unchecked through central Moscow in 2010; from prophets of a Russian-led Eurasian empire such as Alexander Dugin, who was in the radical nationalist opposition to Putin before falling temporarily into step with the Kremlin in the wake of the Crimea campaign; and from militaristic ultra-conservatives on the Russian religious right.

So for the countries of Eastern Europe emancipated from Russian servitude barely a quarter of a century ago, there is not only the growing threat of re-subjugation, but the probability that it will be applied according to the whims of a madman, a religious fanatic living out fantasies of Tsardom and limitless imperial expansion by military means.
