President Trump and the capital of Israel 4
Today President Trump made a speech of historic significance.
Here’s the text:
When I came into office, I promised to look at the world’s challenges with open eyes and very fresh thinking.
We cannot solve our problems by making the same failed assumptions and repeating the same failed strategies of the past. All challenges demand new approaches.
My announcement today marks the beginning of a new approach to conflict between Israel and the Palestinians.
In 1995, Congress adopted the Jerusalem Embassy Act urging the federal government to relocate the American Embassy to Jerusalem and to recognize that that city, and so importantly, is Israel’s capital. This act passed congress by an overwhelming bipartisan majority. And was reaffirmed by unanimous vote of the Senate only six months ago.
Yet, for over 20 years, every previous American president has exercised the law’s waiver, refusing to move the U.S. Embassy to Jerusalem or to recognize Jerusalem as Israel’s capital city. Presidents issued these waivers under the belief that delaying the recognition of Jerusalem would advance the cause of peace. Some say they lacked courage but they made their best judgments based on facts as they understood them at the time. Nevertheless, the record is in.
After more than two decades of waivers, we are no closer to a lasting peace agreement between Israel and the Palestinians.
It would be folly to assume that repeating the exact same formula would now produce a different or better result.
Therefore, I have determined that it is time to officially recognize Jerusalem as the capital of Israel.
While previous presidents have made this a major campaign promise, they failed to deliver.
Today, I am delivering. I’ve judged this course of action to be in the best interests of the United States of America and the pursuit of peace between Israel and the Palestinians. This is a long overdue step to advance the peace process. And to work towards a lasting agreement.
Israel is a sovereign nation with the right, like every other sovereign nation, to determine its own capital. Acknowledging this is a fact is a necessary condition for achieving peace. It was 70 years ago that the United States under President Truman recognized the state of Israel.
Ever since then, Israel has made its capital in the city of Jerusalem, the capital the Jewish people established in ancient times.
Today, Jerusalem is the seat of the modern Israeli government. It is the home of the Israeli Parliament, the Knesset, as well as the Israeli Supreme Court. It is the location of the official residence of the prime minister and the president. It is the headquarters of many government ministries.
For decades, visiting American presidents, secretaries of State and military leaders have met their Israeli counterparts in Jerusalem, as I did on my trip to Israel earlier this year.
Jerusalem is not just the heart of three great religions, but it is now also the heart of one of the most successful democracies in the world. Over the past seven decades, the Israeli people have built a country where Jews, Muslims and Christians and people of all faiths are free to live and worship according to their conscience and according to their beliefs.
Jerusalem is today and must remain a place where Jews pray at the Western Wall, where Christians walk the stations of the cross, and where Muslims worship at Al Aqsa Mosque. However, through all of these years, presidents representing the United States have declined to officially recognize Jerusalem as Israel’s capital. In fact, we have declined to acknowledge any Israeli capital at all.
But today we finally acknowledge the obvious. That Jerusalem is Israel’s capital. This is nothing more or less than a recognition of reality. It is also the right thing to do. It’s something that has to be done.
That is why consistent with the Jerusalem embassy act, I am also directing the State Department to begin preparation to move the American embassy from Tel Aviv to Jerusalem. This will immediately begin the process of hiring architects, engineers and planners so that a new embassy, when completed, will be a magnificent tribute to peace.
In making these announcements, I also want to make one point very clear. This decision is not intended in any way to reflect a departure from our strong commitment to facilitate a lasting peace agreement.
We want an agreement that is a great deal for the Israelis and a great deal for the Palestinians. We are not taking a position of any final status issues including the specific boundaries of the Israeli sovereignty in Jerusalem or the resolution of contested borders. Those questions are up to the parties involved.
The United States remains deeply committed to helping facilitate a peace agreement that is acceptable to both sides. I intend to do everything in my power to help forge such an agreement.
Without question, Jerusalem is one of the most sensitive issues in those talks. The United States would support a two-state solution if agreed to by both sides. In the meantime, I call on all parties to maintain the status quo at Jerusalem’s holy sites including the Temple Mount, also known as Haram al-Sharif. Above all, our greatest hope is for peace. The universal yearning in every human soul.
With today’s action, I reaffirm my administration’s longstanding commitment to a future of peace and security for the region. There will, of course, be disagreement and dissent regarding this announcement. But we are confident that ultimately, as we work through these disagreements, we will arrive at a peace and a place far greater in understanding and cooperation. This sacred city should call forth the best in humanity.
Lifting our sights to what is possible, not pulling us back and down to the old fights that have become so totally predictable.
Peace is never beyond the grasp of those willing to reach it.
So today we call for calm, for moderation, and for the voices of tolerance to prevail over the purveyors of hate. Our children should inherit our love, not our conflicts. I repeat the message I delivered at the historic and extraordinary summit in Saudi Arabia earlier this year: The Middle East is a region rich with culture, spirit, and history. Its people are brilliant, proud and diverse. Vibrant and strong.
But the incredible future awaiting this region is held at bay by bloodshed, ignorance and terror.
Vice President Pence will travel to the region in the coming days to reaffirm our commitment to work with partners throughout the Middle East to defeat radicalism that threatens the hopes and dreams of future generations.
It is time for the many who desire peace to expel the extremists from their midsts. It is time for all civilized nations and people to respond to disagreement with reasoned debate, not violence. And it is time for young and moderate voices all across the Middle East to claim for themselves a bright and beautiful future.
So today, let us rededicate ourselves to a path of mutual understanding and respect. Let us rethink old assumptions and open our hearts and minds to possible and possibilities.
And finally, I ask the leaders of the region political and religious, Israeli and Palestinian, Jewish and Christian and Muslim to join us in the noble quest for lasting peace.

We applaud and celebrate the recognition of Jerusalem as Israel’s capital, and the starting of the building of a new US embassy in Jerusalem.
And we wait for the first rockets and acts of terrorism that will show how keenly Muslims are joining in the noble quest for peace.
Two tales of a city 101
Here are a pair of stories that reveal truths about Israel and the Palestinians more effectively than volumes of studies could do, and require no comment.
The first is told in full here. This is the nub of it:
A Jewish Israeli journalist, Shlomi Eldar, tried to raise money for surgery in an Israeli hospital that would save the life of a Gazan Palestinian baby. Many Israelis responded with offers of donations, including one Jewish father who had lost his son in battle with the Palestinians, and offered to pay the entire cost of $55,000 on condition that he remain anonymous.
Eldar got to know the mother of the sick baby well. He saw “how intensely she fought for her son’s life … standing for hours, caressing him, warming him up, kissing him…. The whole time I accompanied her, I saw a caring mother who was at her baby’s bedside night and day. She didn’t eat, she lost weight and she cried. I myself saw to it that she ate. I saw her faint when she was informed there was a small chance her son would get well. …”
The baby, Mohammed, did not survive, and his death deeply grieved the mother. But while he was still alive and there was still hope for him, she, Raida Abu Mustafa, “launched into a painful monologue about the culture of the shahids – the martyrs – and admitted, during the complex transplant process, that she would like to see her son perpetrate a suicide bombing attack in Jerusalem.”
Eldar has made a documentary film of the story called Precious Life. In it, Raida says: “For us, death is a natural thing. We are not frightened of death. From the smallest infant, even smaller than Mohammed, to the oldest person, we will all sacrifice ourselves for the sake of Jerusalem. We feel we have the right to it. You’re free to be angry, so be angry.”
“Then why are you fighting to save your son’s life, if you say that death is a usual thing for your people?” he demands to know.
“It is a regular thing,” she says, smiling. “Life is not precious. … For us, life is nothing, not worth a thing. That is why we have so many suicide bombers. They are not afraid of death. None of us, not even the children, are afraid of death. It is natural for us. After Mohammed gets well, I will certainly want him to be a shahid. If it’s for Jerusalem, then there’s no problem. For you it is hard, I know; with us, there are cries of rejoicing and happiness when someone falls as a shahid. For us a shahid is a tremendous thing.”

Four Hamas political figures facing expulsion from Jerusalem have expressed their readiness to do almost anything to remain in the city under Israeli sovereignty, including renouncing their ties to the radical Islamist movement.
The Israeli Ministry of Interior had revoked the status of the four Hamas representatives as permanent residents of Jerusalem, paving the way for their expulsion from the city. These representatives who are fighting to retrieve their Israeli ID cards belong to the same organization whose leaders used to send young men and women to blow themselves up in Israel, killing hundreds of innocent civilians — including Arabs.
The four men – three legislators and a former minister — have good reason to put up a good fight to stay in Jerusalem. The last thing they would want is to be deported to the West Bank, the Gaza Strip or any Arab country.
To prevent their expulsion, they have even chosen to appeal to courts of the country that they do not recognize and would so much like to destroy: Israel. …
The Hamas men’s campaign is not about being allowed to stay with their families in Jerusalem — or even to spy, which the Israelis would find out — as much as fear of what awaits them under Fatah in the West Bank, Hamas in the Gaza Strip, and dictatorships in the Arab world, where there is no democracy, and rule of law is capricious at best.
Once they arrive in the Gaza Strip, they will discover that their government, the Hamas government, has imposed a reign of terror and intimidation on the local population and is even confiscating much of the humanitarian aid, including food and medicine, that is being dispatched to the area.
In the West Bank, they are likely to be chased by Palestinian Authority security forces loyal to Mahmoud Abbas and Salam Fayyad. These forces have long been waging a ruthless campaign against Hamas representatives and supporters in the West Bank.
Hundreds of Hamas followers are being held in Palestinian-run prisons without trial. Most are denied family visits and the right to consult with a lawyer. At least three Hamas detainees are believed to have died as a result of torture in the prisons controlled by Abbas and Fayyad. …
As permanent residents of Jerusalem, the four Hamas men enjoy the same rights as every Israeli citizen, with the exception of voting for the Knesset: freedom of movement; social welfare, and free education and healthcare. They can vote for the Jerusalem Municipality and travel around the country freely and without having to obtain special permission. …
They have unlimited access to Israeli hospitals and free education for their children; and are entitled to many social and economic benefits that many Palestinians in the West Bank and Gaza Strip do not have.
The Hamas representatives know that in most of the Arab countries they would be dealt with as a “security threat,” and would most probably find themselves under house arrest. That is, of course, if any of those countries agrees to host them in the first place.
Now, however, the Hamas men are willing to humiliate themselves by publicly disowning the Islamist movement. If the choice is between membership in an Islamist movement and life in Israel, to the Hamas leaders, the latter option seems more attractive.
A state condemned 170
“Condemn” is a very strong word in diplomat-speak. It’s the word most American presidents would apply only to the activities and policies of hostile and extremely delinquent states.
Obama is applying it to Israel.
What has Israel done that is very wrong? Let’s see.
Not long ago it reluctantly agreed under American pressure to suspend building new houses for Jewish occupants on the West Bank, but expressly excluded Jerusalem from the agreement, and the exclusion was accepted by Obama’s State Department.
So when it announced recently that planning permission has been given for some additional apartments in an area to the north of Israel’s capital city, Israel did not expect an objection to be suddenly raised. The development, begun a dozen years ago, does not and will not encroach on any Arab neighborhood. Nobody has objected to it before. The ground had not previously been in use for housing or anything else. Some 18,000 Jews live there now with families growing up. There are normal needs for expansion of accomodation.
But because the piece of wasteland was taken in a war waged against Israel in 1948, and held until 1967 by the British-created state of Jordan, Obama wants it to be rid of its Jewish residents and kept in reserve to be “returned” to Arab possession when there is a state of Palestine.
So the routine announcement that long-planned building in that part of Jerusalem will go ahead has been taken by Obama to be such an insult “to America” that Israel must be condemned for it. The result is a crisis of relations between the two countries.
We contend that the announcement was a handy excuse; that the crisis was engineered; that any pretext would have done.
But what is it Obama needs a pretext for?
Caroline Glick’s answer is this:
Why has President Barak Obama decided to foment a crisis in US relations with Israel? …
Obama’s new demands follow the months of American pressure that eventually coerced Netanyahu into announcing both his support for a Palestinian state and a 10-month ban on Jewish construction in Judea and Samaria. No previous Israeli government had ever been asked to make the latter concession.
Netanyahu was led to believe that in return for these concessions Obama would begin behaving like the credible mediator his predecessors were. But instead of acting like his predecessors, Obama has behaved like the Palestinians. Rather than reward Netanyahu for taking a risk for peace, Obama has, in the model of Yasser Arafat and Mahmoud Abbas, pocketed Netanyahu’s concessions and escalated his demands. This is not the behavior of a mediator. This is the behavior of an adversary. …
Obama’s assault on Israel is likely related to the failure of his Iran policy. Over the past week, senior administration officials including Gen. David Petraeus have made viciously defamatory attacks on Israel, insinuating that the construction of homes for Jews in Jerusalem is a primary cause for bad behavior on the part of Iran and its proxies in Iraq, Afghanistan, Lebanon, Syria and Gaza. By this line of thinking, if Israel simply returned to the indefensible 1949 armistice lines, Iran’s centrifuges would stop spinning, and Syria, al-Qaida, the Taliban, Hizbullah, Hamas and the Iranian Revolutionary Guards would all beat their swords into plowshares. …
Even more important than its usefulness as a tool to divert the public’s attention away from the failure of his Iran policy, Obama’s assault against Israel may well be aimed at maintaining that failed policy. Specifically, he may be attacking Israel in a bid to coerce Netanyahu into agreeing to give Obama veto power over any Israeli strike against Iran’s nuclear installations. That is, the anti-Israel campaign may be a means to force Israel to stand by as Obama allows Iran to build a nuclear arsenal. …
Obama … seeks to realign US foreign policy away from Israel. Obama’s constant attempts to cultivate relations with Iran’s unelected president Mahmoud Ahmadinejad, Ahmadinejad’s Arab lackey Syrian dictator Bashar Assad, and Turkey’s Islamist Prime Minister Recep Tayyip Erdogan make clear that he views developing US relations with these anti-American regimes as a primary foreign policy goal. …
[And] he is using his manufactured crisis to justify adopting an overtly anti-Israel position vis-à-vis the Palestinians. …
Likewise, the crisis Obama has manufactured with Israel could pave the way for him to recognize a Palestinian state if the Palestinians follow through on their threat to unilaterally declare statehood next year regardless of the status of negotiations with Israel. Such a US move could in turn lead to the deployment of US forces in Judea and Samaria to “protect” the unilaterally declared Palestinian state from Israel.
General Petraeus has even suggested putting the “Palestinian territories” under his central command.
We don’t believe the Palestinians’ threat. If they declare a state they’ll need to declare its boundaries, and if the boundaries do not embrace the entire state of Israel plus Gaza plus Judaea and Samaria, they’ll be acknowledging the right of Israel to exist. Borders have two sides. “This side the State of Palestine; that side the State of Israel”. The pretence of their now being willing to settle for a “two-state solution” – when they’ve been rejecting such a thing for more than six decades – would instantly be exposed as the lie it is.
But Obama wants there to be a Palestinian state. And if it cannot, because it will not, be a second state in the region, will he then insist that it should be the only state?
We see no reason why there should be a 22nd Arab state.
We see no reason why the 21 existing Arab states shouldn’t assimilate the refugees of the Palestine region just as Israel assimilated the Jews who were expelled by the Arab states in 1948.
We see no reason why Jews shouldn’t live in Arab/Muslim countries just as Arabs/Muslims live in Israel, with full voting and property-owning rights, paying the same taxes, protected by the same laws equally.
We would be happy to see only one state in the region – the State of Israel, not Palestine.
But Obama, and the huge bloc of Islamic countries, and Europe, and Russia, have a vision of a 22-state Arab judenrein Middle East.
If America withdraws diplomatic support, as it is likely to do now; if Iran, bent on destroying Israel, is soon to be nuclear armed with Obama’s consent; and if, in addition, American forces are to be sent to the West Bank to aid Palestinian forces against their Israeli enemy as has been proposed, how good is Israel’s chance of surviving?
Obama incites riots in Jerusalem 127
Obama, while moaning on hypocritically about a “peace process” that has become nothing more than a shibboleth, is actually setting the Middle East on fire.
Religion, everywhere and always, is a pile of tinder. Nowhere is it as easily ignited as in the so-called Holy Land. Directly as a result of Obama’s aggression towards Israel, riots have broken out in Jerusalem which may escalate into another intifada.
If that’s what he meant to do, which is more than possible, it is the single success of his short and disastrous presidency.
Melanie Phillips writes in the Spectator:
The escalating Arab rioting today in Jerusalem and the West Bank is undoubtedly being stoked up by the fact that the Obama administration has turned so viciously against Israel. Doubtless as a result the Arabs now smell victory within their grasp and may now unleash another wave of violence against Israelis.
Every single one of their recent ‘grievances’ is not just fabricated but stands history and justice on their heads. The ostensible cause of today’s rioting, the re-opening yesterday of the ancient Hurva synagogue in the heart of the Jewish quarter of Jerusalem’s Old City, is a typical example of this fanatical moral and historical inversion. The Hurva has been under reconstruction for years. The Palestinian campaign of incitement over it carries the message that Jews cannot build places of worship in their own city. And before anyone says any of Jerusalem is ‘occupied Palestinian territory’, it is not and never was ‘Palestinian’. In every single attempt to resolve the Middle East impasse, Jerusalem was always regarded as a special case on its own; and from the mid 19th century onwards it has had uninterruptedly a Jewish majority.
The Hurva synagogue has been rebuilt, moreover, because it was twice destroyed by Muslims…
A meticulous rebuilding and renovation effort was begun several years ago. It culminated on March 15, 2010 in the official reopening of the Hurva as an exact replica of the 19th-century synagogue …
And once again it is the target of Muslim attempts to exterminate the Jewish presence in Jerusalem. Yet Obama, who accuses Israel of frustrating the ‘peace process’ by building in east Jerusalem by agreement with his own administration, is silent over this inflammatory and disgusting Palestinian attack on a Jewish place of worship. It would seem that for Obama ‘peace’ means the surrender of Israel to Arab violence.
As former New York mayor Ed Koch has said, the pressure the US is now bringing to bear upon Israel is unforgiveable. It is an astonishing demonstration of cynicism and malicious intent. Noah Pollak says that Obama is trying to get rid of Netanyahu by pushing him into a corner. But much worse still, Obama’s deliberate decision to escalate what was at most a tactless but minor diplomatic blunder by Israel makes America an accessory to the violence that is now taking place and may get worse. …
Middle America, those millions of mainly Christian souls who are Israel’s staunchest supporters in the world, should be made aware of what their President is doing – turning the United States into a betrayer of democracy, human rights and the Jewish people to become no less than an accessory to terror.
All clear on the middle-eastern front 20
In our post below, Reaching for the moon no more, we discuss our belief that Obama, by choice and taste, is committed to Islam. If we are right, it is entirely consistent that he should dislike Israel and wish to turn US policy against the small beleaguered state, even though a majority of Americans strongly support it. (The wishes of the American majority are not something he takes much notice of anyway.)
What Obama needed was an excuse. He’s found one in a zoning decision by the municipal authorities of Jerusalem to build some houses for Jewish occupants in a Jewish neighborhood in Israel’s capital city. The Israeli government recently replied, out of diplomatic courtesy, to a stupid and bullying demand by the Obama administration that building for Jewish settlement on the West Bank should be stopped, by agreeing to suspend such development for a few months, but the agreement specifically excluded Jerusalem from the suspension. There is no cause here for the Obama administration to take offense, but any excuse is better than none when there’s a really big strategy to be advanced.
Jennifer Rubin writes at Commentary’s Contentions that the Obama administration
wants a fight, a scene, a sign to its beloved Palestinian friends that it can be tough, tougher than on any other nation on the planet, with Israel. What we have here is a heartfelt desire to cozy up to the Palestinians; what’s missing is a cogent explanation for what this gets us. No Israeli prime minister has suspended or will suspend building in its capital. No amount of unilateral concessions, even if offered, would unlock the “peace process.” So the point of this is what then? To permanently shift American policy toward [ie now to be against] Israel? To create havoc and further uncertainty as to where the U.S. stands regarding Israeli security? We are seeing the full flowering of what many of us during the campaign suspected and what was revealed in the Cairo speech: Obama has a deep affinity with the victimology mythology of the Palestinians. We have never had such a president and never had such an Israel policy.
The Wall Street Journal is puzzled too:
In a speech at Tel Aviv University two days after the Israeli announcement, Mr. Biden publicly thanked Mr. Netanyahu for “putting in place a process to prevent the recurrence” of similar incidents.
The subsequent escalation by Mrs. Clinton [she harangued the Prime Minister, as is her harpy way, for 45 minutes on the telephone] was clearly intended as a highly public rebuke to the Israelis, but its political and strategic logic is puzzling. The U.S. needs Israel’s acquiescence in the Obama Administration’s increasingly drawn-out efforts to halt Iran’s nuclear bid through diplomacy or sanctions. But Israel’s restraint is measured in direct proportion to its sense that U.S. security guarantees are good. If Israel senses that the Administration is looking for any pretext to blow up relations, it will care much less how the U.S. might react to a military strike on Iran.
But there is no puzzle at all if it is understood that the Obama administration does not want to halt Iran’s nuclear bid. And all becomes even clearer if Obama’s intention is seen to be an exercise in accustoming Israel and the world to such expressions of US outrage against Israel’s ‘behavior’, that, should Israel be contemplating unilateral military action against Iran, it will be thoroughly discouraged.
Jennifer Rubin herself cannot see what the objective is:
It’s difficult to see who could possibly be pleased with this performance — not skeptics of the peace process, not boosters of it, and certainly not the Israelis. For those enamored of processing peace, this must surely come as unwelcome news, for why would the Palestinians make any move at the bargaining table “when the international community continues to press for maximum concrete concessions from the Israelis in exchange for words more worthless than the air upon which they float away as soon as they’re uttered.” And as for the Palestinians, well they’re delighted to have a president so infatuated with their grievances. They’re once again learning the wrong lesson: fixation on settlements and obstruction gets them American support. What it won’t get them, of course, is their own state.
Indeed not. And that’s the point as far as the Palestinians are concerned. They don’t want their own state if it’s to exist alongside the State of Israel. To accept such a state would be to accept Israel’s legitimacy. Oh, they want a state alright – but one consisting of Gaza, the West Bank, and Israel. They’ll accept nothing less. That is why they have rejected all offers of a contiguous state since 1947.
Even AIPAC, until now a blind supporter of Obama, rebukes him, displaying a bewilderment which results only from its own deliberate blindness:
AIPAC calls on the Administration to take immediate steps to defuse the tension with the Jewish State. Israel is America’s closest ally in the Middle East. The foundation of the U.S-Israel relationship is rooted in America’s fundamental strategic interest, shared democratic values, and a long-time commitment to peace in the region. Those strategic interests, which we share with Israel, extend to every facet of American life and our relationship with the Jewish State, which enjoys vast bipartisan support in Congress and among the American people.
The Administration should make a conscious effort to move away from public demands and unilateral deadlines directed at Israel, with whom the United States shares basic, fundamental, and strategic interests. The escalated rhetoric of recent days only serves as a distraction from the substantive work that needs to be done with regard to the urgent issue of Iran’s rapid pursuit of nuclear weapons, and the pursuit of peace between Israel and all her Arab neighbors.
Again, all bewilderment clears away if it is understood that Obama does not want Israel to be a close ally, or any ally at all; does not want to stop Iran having nuclear weapons; does not want peace between Israel and her Arab neighbors; does not want there to be a state of Israel. Yes, our suspicion stretches that far! Obama, we guess, is in perfect tune with the international Left, and the international Left passionately desires the dissolution of the state of Israel.
Of course poor old Joe Biden is not aware of this. He’s generally not aware of what is going on or ever has gone on. That’s why he was an ideal envoy to send to Israel at this juncture, to declare everlasting love for the Israelis and immediately afterwards take offense at a quite ordinary and inoffensive thing they’ve done. Any bewilderment he feels is chronic and can never be cleared away.

Islamic leaders decide to create, fund and support cultural centres in Europe as ‘a great need was felt [in Europe] for the tenets of Islam’ and such centres would help Muslim communities in Europe play this role [of teaching the tenets of Islam] effectively and fruitfully.’ The Conference also ‘decided to establish the Islamic Council of Europe to serve as an organ of co-ordination among all Islamic institutions and centres.’ It was to ‘propagate the true teachings of Islam throughout Europe.’ Thus there was to be a ‘stepping up of the activities of the Islamic Da’awa [proselytism]’. To this end, an International Islamic News Agency was to be established, also a Jihad Fund open to subscription ‘with no restrictions’.
The ‘rights’ of immigrants to preserve their beliefs, traditions and national cultures were to be guaranteed by the Europeans. Facilities for the teaching of Arabic were to be ‘improved’. The establishment of a Euro-Arab University was proposed (and initial steps to do so were taken in subsequent years including the founding of the Euro-Arab Business Management School in Granada in 1994).
October 16-17: Kuwait. Mortified by the defeat of Egypt, Syria and Jordan in their war against Israel, the Arab oil-producing countries meet and decide to quadruple the price of oil and to reduce their production of crude oil by 5% each month until Israel withdraws from the territories those three countries lost to Israel in 1967 and failed to recover in 1973. Impose an oil embargo on the US, Denmark, the Netherlands as states friendly to Israel. Sheikh Yamani of Saudi Arabia threatens that the oil states could ‘reduce production by 80%’ and asks the West ‘How could you survive with that?’ In response the US stands firm, France and Germany panic.
November 6: Brussels. Meeting of the EEC nine members. Ignoring objections from Washington, the meeting insists on starting an appeasing approach to the Arab oil states. They issue a joint Resolution based on their dependence on Arab oil, in which they pledge themselves to support the Arabs diplomatically in their conflict with Israel. This was sufficient to induce the Arab states to increase oil supplies and ‘open a dialogue’ (as already conceived in discussions between France and Libya). Thus began a Euro-Arab political solidarity pact that was hostile not only to Israel but also to America.
November 26-27: Georges Pompidou, President of France, and Willy Brandt, Chancellor of West Germany meet. Reaffirm intention to ‘engage in a dialogue with the Arabs’.
November 28: Algiers. Sixth Summit of the Arab Conference. Arab heads of state address a Declaration to the EEC, noting with interest ‘the first manifestations of a better understanding of the Arab cause by the states of Western Europe’, and setting out Arab political preconditions for the projected dialogue. The Declaration stresses that the political and economic aspects are interdependent and non-negotiable – ie the supply of oil depends on EEC acceptance of Arab political conditions concerning Israel.
December 15: Copenhagen. An EEC summit, called by President Pompidou of France, considers the planning for co-operation between the EEC countries and the Arab League. Four Arab foreign ministers, delegated by the Algiers Arab summit, are invited to monitor the project. They suggest various strategies in the context of the conditions that the Arab states place on any accord with the EEC.
1974 February 24: Lahore. The Second Islamic Conference, organized by the recently created Organization of the Islamic Conference (OIC) confirms and elaborates the conditions for co-operation with the EEC.
June 10: Bonn. Britain (which had joined the EEC in 1973, as had Ireland and Denmark), had vetoed the Euro-Arab Dialogue in protest against Holland being under an Arab embargo ‘for being pro-Israeli’, but the embargo was lifted against Holland, so now the foreign ministers of the EEC states meet to discuss ‘the Dialogue’. Areas of co-operation between Europe and the Arab states include industry and agriculture, science and technology, finance, education, and ‘civil infrastructure’. The Arab states, in other words, are being promised massive transfers of money and know-how with programmes to industrialise and modernise their countries.
Note: All this was desperately desired by the Arab states, and the provision of it could have been used by Europe as a counter-lever to the oil blackmail which the Arabs had brought to bear on Europe. Furthermore, the Arab oil states needed to sell their oil to Europe, and needed to invest in a thriving European economy. The European governments could have dictated terms. But the EEC, under insistent French leadership, preferred to appease rather than negotiate. The motivation for France was not only commercial. It was a desire to re-acquire a large sphere of influence in the Arab world, in pursuit of an intense ambition to achieve super-power status and so to rival the United States.
July 31: Paris. The first official meeting at ministerial level between the Europeans and the Arabs to discuss the organization of the Dialogue. An institutionalized structure is created to harmonize and unify the trade and co-operation policies of each of the EEC countries with the member states of the Arab League.
The EEC founds The European Parliamentary Association for Euro-Arab Cooperation ‘to improve political, cultural, and economic cooperation between Europe and the Arab world’. Its Executive Committee set to meet regularly every six months. All the political parties and groupings of Europe are members of it. It is to keep in regular contact with European governments, the Presidency of the European Council of Ministers, and the EEC Commission.
September 14-17: Damascus. To meet Arab demands in preparation for the next summit of the Arab Conference, the Association convenes representatives of all the parliamentary parties of the EEC member states except Denmark and resolves, inter alia, to permit the participation of the PLO and its leader, Yasser Arafat, into all negotiations, and to bring pressure to bear on the United States to shift its Middle East policy in favour of the Arabs. Also to permit Arab countries to export millions of their populations into all the EEC countries, along with their culture and their customs.
October: Rabat. The Seventh Summit of the Arab Conference confirms that the indispensable political preconditions for the Euro-Arab Dialogue have been met by the EEC. The Arabs stress that the interdependence of the political and economic aspects of European-Arab cooperation is not negotiable, ie European oil supplies are dependent on European support for Arab political demands.
A permanent Euro-Arab Dialogue (EAD) secretariat of 350 members is created, with its seat in Paris, for the purpose of promoting economic and political cooperation. The EAD is organized into various committees charged with planning ‘joint industrial, commercial, political, scientific, technical, cultural, and social projects’. European members are for the most part persons with vested interests in the Arab and Islamic world, whether commercial or in relation to their academic jobs as Arabists and Islamists.
Note: The EEC had been conceived of as an economic institution, dealing with markets, finance, and trade. The Arab states’ pressure for a unified European policy to meet their political demands were a vital factor in the development of the EEC from an economic to a political union.
1975 June 10: Cairo. First meeting of The Euro-Arab Dialogue. EEC delegates meet with those of 20 Arab states and the PLO. The basis of the agreement with Europe is emphasised: economic deals with Europe in exchange for European alignment with Arab policy on Israel.
With that locked in place, other agreements could follow.
July 24: Rome, and November 27: Abu Dhabi. EAD meetings. Co-operation extends and deepens.
1976 May 18-20: Luxembourg. EAD organization and procedures are defined. ‘The Dialogue’ is composed of three organs:
A General Committee – presidency jointly held by heads of Arab and European delegations. All delegates on both sides are of ministerial and ambassadorial rank. Purpose, to keep the Dialogue on track. (No wavering on Europe’s part from the founding commitments.) Meetings secret. No recorded minutes. Can publish summaries of decisions and issue press releases.
A Working Committee. Made up of business experts, economists, oil specialists along with Arab League and EC representatives. Again, joint Arab League/EC presidency.
A Coordinating Committee. To co-ordinate the work of various working parties set up by the other committees.
Further EAD meetings (several in Brussels, then in Tunis in February 1977) establish the conditions for an intertwining of Arab and European policies: the establishment of a Palestinian state with Yasser Arafat as its leader; a campaign to bring worldwide political and economic pressure on Israel to force its withdrawal to its 1949 armistice border [as a step in a policy of ‘stages’ with the ultimate aim of extinguishing the State of Israel]; an international boycott of Israel and opposition to any separate peace treaties; promotion of Anti-Israel media propaganda.
Note: The Arabs at this point had not got all they wanted from Europe. They had to accept some significant failures – attested to by the fact that Israel continued to exist, which is nothing short of astonishing in the light of the jihad campaign working so persistently and in most respects triumphantly against it – but they contented themselves temporarily with partial success.
Meetings of the EAD committees continue into 1978. Then the Camp David agreement between Egypt and Israel acts as a brake on EAD activity.
1980 The EAD meets again when the Europeans are worried about declining oil production in Iran, and the Arabs want to complain to Europe about the Israeli-Egyptian treaty.
1981 January 25-28: Mecca and Taif. The Third Islamic Summit Conference issues a Declaration of Holy Jihad ‘as the duty of every Muslim, man or woman, ordained by the Shariah and the glorious traditions of Islam; to call upon all Muslims, living inside or outside Islamic countries, to discharge this duty by contributing each according to his capacity in the cause of Allah Almighty, Islamic brotherhood, and righteousness.’
One of the chief aims the declaration specifies is ‘to save Al-Quds’ – ie to take Jerusalem into Arab possession. To this aim, through the EAD, Europe accedes, co-operating with the Arab campaign to isolate and vilify Israel and helping to deliver the United Nations as an instrument of Arab jihadic purpose.
Note: The EC/EU’s moral commitment to connive at the Palestinian jihad compromised the very foundations of freedom and Western culture, and did not make Europe safer.
Europe is also a designated target of jihad. The national governments are not unaware of the threat that hangs over them, and from early on fear has been one of the motivating causes of the European policy of appeasement:-
1998 Damascus: Three years before ‘Islamikazes’ carried out the 9/11 mass murder of Americans in New York, six years before the massacres of commuter-train passengers in Madrid, seven years before the underground and bus bombing atrocities in London, a conference of the Euro-Arab Parliamentary Dialogue is held in Syria, under the auspices of the murderous dictator Hafiz al-Assad. Members of fourteen national European parliaments and the European Parliament attend, also representatives of the European Commission. Arab members of sixteen non-democratic parliaments and representatives of the Arab League bring a heavy threat to bear openly on the Europeans: they stress that ‘peace and stability in Europe’ is ‘closely connected’ to Europe’s compliance with Arab Middle East policy. The official reports of the Dialogue constantly reiterate this point. It could not have been impressed more firmly on European parliamentarians and the EU Commission that jihad could be unleashed against Europe itself if Arab conditions were not met.
Throughout the 1980s and 1990s the EAD continued to serve as a vehicle for policy decided at Islamic Conferences. It was the principle instrument for implementing the resolutions of the Arab conferences. It advanced the Arab mission of implanting millions of Muslims into Europe who come with no intention of integrating into European culture and society, but arrive with the desire and the legal right, granted by the EEC/EU, to impose their own culture upon the host country – a culture fired by a fundamentalist mission of violent jihad.
It facilitated the creation of those fundamentalist trends. It introduced the educational and cultural programs of the European Islamic Centres into European schools – programs enthusiastically accepted and applied by European political leaders, intellectuals, and activists. EAD facilitated the creation of fundamentalist trends.
2000 The European Commission provides funds to revive a dormant organisation called the European Institute for Research on Mediterranean and Euro-Arab Cooperation, known as MEDEA. (The Euro-Arab political partnership was increasingly called ‘Mediterranean’, the Arab states being referred to as ‘the South’ and the EU states as ‘the North’.) MEDEA is now chaired by a Belgian minister for foreign affairs who reorganises MEDEA’s European Parliament section of over 100 members. There are also MEDEA sections in individual national parliaments. Subsequently the organisation issues regular press releases to opinion- makers, intellectuals and pressure groups, and plays a major role in spreading Arab influence in Europe.
2001 September 11: New York and Washington. ‘Islamikaze’ terrorists fly hijacked planes into the World Trade Centre in New York and the Pentagon in Washington, killing close on 3000 people. Another hijacked plane is forced down by its passengers near Shanksville in Pennsylvania. President Bush declares ‘War on Terror’.
October: The US, its military assisted by seven other countries, the UK primarily, also Canada, Australia, New Zealand, France, Germany and Italy, invades Taliban-ruled Afghanistan to overthrow that fundamentalist Islamic government. The Taliban had equipped al-Qaeda, the organization, led by Osama bin Laden, which had despatched the terrorist attackers of America. The Taliban is (temporarily) overthrown.
2002 June 20. Brussels: The Arabs ask for special privileges for Arab immigrants into the EU to put them ‘on an equal basis with Europeans’. The host countries are exhorted to provide Arab immigrants with vocational training, freedom of movement, suitable living conditions, and financial aid if they should choose to return to their homelands.
2003 March 20: The US and Britain invade Iraq to overthrow the dictator Saddam Hussein. Other countries, including Spain, lend various degrees of military assistance. France and Russia emphatically oppose the invasion. Anti-war demonstrations, intensely anti-American, are staged throughout Europe.
In this year the French Institute for International Relations (IFRI) reports to the European Commission that the economic outlook for Europe is gloomy but would be brightened if there were to be increased Arab immigration. In Britain, however, the Home Secretary, David Blunkett, warns that the imposing of mass immigration on a populace that did not want it, threatened the social fabric of Britain because of “the disintegration of community relations and social cohesion”.
December 2-3. Naples: At a Euro-Mediterranean Conference of ministers of foreign affairs, EU officials reaffirm Europe’s ‘solidarity’ with its ‘Mediterranean partners’. At this conference even more foundations, committees and subcommittees are proposed. The European Bank – an institution funded entirely by Europe’s tax-payers – will open a subsidiary to serve Arab (sharia conforming) requirements. The absence of democracy in the Arab states, their economic stagnation, continuing terrorism carried out in many parts of the world in the name of Islam, are not matters on which the Europeans choose to lay stress.
2004 March 11. Madrid: Terrorist bombs are exploded by Muslim residents of Spain on commuter trains. Nearly 200 people killed, nearly 2000 injured. The response of the Spanish electorate a few days later is to vote Prime Minister Jose Maria Aznar, who supported President Bush in his war on Iraq, out of power, and vote in Jose Luis Rodriguez Zapatero who has opposed Spain’s participation in the Iraq war. The change favours the Islamic terrorists. The result amounts to a national capitulation to terrorism.
November 2. Amsterdam: Theo van Gogh, Dutch film maker, is shot, stabbed and has his throat slit by a Dutch-born Muslim. The victim had made a film about the abuse of Muslim women.
In this year Eastern European countries are admitted into the EU. Arab leaders fear that their immigrants will no longer be welcome in Western Europe. They ask for and are granted assurances that Europe’s chief sources of immigration will continue to be ‘above all the Mediterranean Arab countries.’ So EU policy in this regard is (yet again) shaped to conform to Arab demands. It will ‘balance’ its expansion into Eastern Europe with an increase in Arab immigration.
2005 July 7: London. Terrorist bombs explode on three underground trains and a bus in central London. 56 killed, about 700 injured. The killers are identified as British born Muslims.
Violent jihad had been unleashed against Europe from within.
Increasingly the continent is being made to feel the tragic consequences of its policies. In the light of the demographic facts on the ground – a drastic shrinking of indigenous populations and an exponential rise in the numbers of Muslims – it seems it may now be too late for it to save itself.

WHEREAS UPON examination it is clear that the Obama administration is wrong in insinuating that Israel is in breach of its international legal commitments through its refusal to bar Jewish construction in Judea, Samaria and Jerusalem, the Obama administration’s own policy toward the Palestinians places it in clear breach of both binding international law and domestic US law.
On September 28, 2001, the UN Security Council passed binding Resolution 1373. Resolution 1373, which was initiated by the US government, and was passed by authority of Chapter VII, committed all UN member states to “refrain from providing any form of support, active or passive, to entities or persons involved in terrorist acts.” Resolution 1373 further required UN member states to “deny safe haven to those who finance, plan, support, or commit terrorist acts or provide safe haven” to those that do.
In 1995, the US State Department acknowledged that Hamas fits the legal definition of a terrorist organization. Today, due to its policies toward Hamas, the Obama administration is in breach of both Resolution 1373 – that is, of international law – and of US domestic law barring the provision of support and financing to foreign terrorist organizations.
