Clear and present danger 254

Jennifer Rubin writes that Obama’s nuclear summit is not serious, since he will not address the truly serious nuclear threat – Iran’s development of nuclear weapons.

The nuclear summit is underway in Washington, D.C. An air of unreality pervades because the greatest nuclear threat of our time goes unaddressed. At times, the degree to which Obama evades the Iranian issue is jaw-dropping. This report explains:

“The central focus of this nuclear summit is the fact that the single biggest threat to U.S. security — both short term, medium term and long term — would be the possibility of a terrorist organization obtaining a nuclear weapon,” Obama said Sunday afternoon. “If there was ever a detonation in New York City, or London, or Johannesburg, the ramifications economically, politically and from a security perspective would be devastating. And we know that organizations like al-Qaeda are in the process of trying to secure a nuclear weapon — a weapon of mass destruction that they have no compunction at using.”

Actually, the single greatest threat — and the most likely means for a terrorist organization to possibly obtain a nuclear weapon — is the mullahs’ nuclear program. About that, the president offers the moral power of example (i.e., our own disarmament) and watered-down sanctions.

She is right, of course.

But this report indicates that material to make “dirty” bombs is already in the hands of terrorists:

Five people suffering serious burns were hospitalized in West New Delhi this week from contact with radioactive material in a Delhi scrap market identified as Cobalt-60 which may be used for making a dirty bomb. Indian police cordoned off the 200 market stores and sealed nearby establishments up to a one-kilometer radius. Scrap dealer Deepak Jain and his helpers lost consciousness when they cut a piece of scrap metal. A white fluid oozed out causing the burns, Jain’s hair fell out and within minutes his skin turned black. His workers suffered and nausea.

All five are battling for their lives in hospital, setting off a security scare in the Indian capital, with prime minister Manmohan Singh briefed on the incident before leaving for Washington to attend the nuclear security summit which opened Monday, April 12.

Nuclear scientists from the Baba Atomic Research Center and Narora Atomic Power Plant identified the material and are working around the clock to investigate its source. …

Cobalt-60 is used in radiotherapy for treating cancer and welding steel. A US report last year recommended monitoring this material along with Caesium-137, Strontium-90 and Plutonium to effectively counter nuclear terrorism. Unlike a nuclear bomb, a dirty bomb does not involve nuclear fission and can be used like a conventional weapon.

India has been warning that Pakistan’s nuclear facilities are in danger of falling into the hands of the Taliban:

The day before the conference, the Indian prime minister met Obama and tackled him about Pakistan’s inaction against Muslim terrorists and exhorted him to jointly combat terror emanating from Pakistan as the most dangerous source of potential nuclear terror… Indian leaders as well as their military and intelligence advisers have repeatedly warned Washington that al Qaeda and Taliban were moving in on Pakistan’s nuclear facilities through their deep penetration of Pakistan’s intelligence service and may soon be in position to take over. …

As the “posture” Obama is taking with regard to nuclear deterrence is apparently proving more frightening than reassuring to Americans, what does the  State Department and the Pentagon have to say to dispel those fears?

Jennifer Rubin continues:

Neither Obama’s credibility nor America’s deterrent capability was enhanced by either the START treaty or the Nuclear Posture Review. So [Secretary of State} Hillary Clinton and [Defense Secretary] Robert Gates took to the airwaves Sunday to assure us that the Obami really weren’t doing great damage to our national security. Hillary seemed to fudge on the “no nuclear response to a NPT signatory’s attack” when she tried to bluster her way through her interview on Face the Nation:

SCHIEFFER: Are non-nuclear weapons so good now, Madam Secretary, that we don’t have to rely on nuclear weapons anymore?

CLINTON: We rely on both, Bob. And I think that’s the point that Secretary Gates is making. We’ve maintained a strong, robust nuclear deterrent as set forth in the nuclear posture review. But we have also in this administration moved toward a global strike capability to enhance our conventional response.

And we have an enormous amount of firepower conventionally. And it is also clear that this is putting everybody on notice. We don’t want more countries to go down the path that North Korea and Iran are. And some countries might have gotten the wrong idea if they looked at those two over the last years. And so we want to be very clear. We will not use nuclear weapons in retaliation if you do not have nuclear weapons and are in compliance with the NPT.

But we leave ourselves a lot of room for contingencies. If we can prove that a biological attack originated in a country that attacked us, then all bets are off, if these countries have gone to that extent. So we want to deal with the nuclear threat first and foremost, because that’s the one that we face right today.

All bets are off? Well, the nuclear option is, if we believe the Nuclear Posture Review. But maybe it doesn’t say what we mean. Or maybe it’s getting increasingly hard to figure out whether we are serious about deterring rogue states or not. Indeed, the administration is increasingly flighty and obtuse, making it hard to parse the often inconsistent rhetoric. Iran’s nuclear bomb would be unacceptable, but maybe we can’t do anything about it. The greatest threat is a terrorist organization with a nuclear bomb, but we’re increasingly lackadaisical about denying one to the most active state sponsor of Islamic terrorists. We aren’t going to retaliate against an NPT signatory after a devastating chemical or biological attack, but who knows.

If there is any rhyme or reason to this, it no doubt eludes both friends and foes. It does, however, convince many that this president doesn’t really appreciate how to project American strength and keep our adversaries at bay. The summit, therefore, promises not only to be irrelevant but also counterproductive to our national-security interests.

Jihadists advise the Pentagon 166

What is going on in the US Defense Department? There are people in it who seem to be positively on the side of the enemy.

From Investor’s Business Daily, by Paul Sperry:

The internal threat from Muslim extremists in the military extends to high-level Defense Department aides who have undermined military policy. In fact, one top Muslim adviser pushed out an intelligence analyst who warned of the sudden jihad syndrome that led to the Fort Hood terrorist attack.

An honored guest of the Ramadan dinner at the Pentagon this September was Hesham Islam, who infiltrated the highest echelons of the Ring despite proven ties to U.S. terror front groups and a shady past in his native Egypt.

As senior adviser for international affairs to former deputy Defense Secretary Gordon England, Islam … persuaded brass to sack a Pentagon analyst, Stephen Coughlin, after he advised cutting off outreach to ISNA, which he accurately ID’d as part of a covert terror-support network in the U.S. — something the Justice Department recently confirmed in a major terror finance trial.

Islam invited ISNA [Islamic Society of North America] officials to lunch with the avuncular England, known by insiders as Gullible Gordon, who in turn spoke at ISNA confabs. Islam also helped set up a Pentagon job booth at one recent ISNA convention to recruit Muslim chaplains and linguists.

Most disturbing, Islam met regularly with Saudi and other embassy officials lobbying for the release and repatriation of their citizens held at Gitmo. He in turn advised England, who authorized the release of dozens of Gitmo detainees. Some have resumed terrorist activities.

No one really knew who Islam was when he was promoted — in fact, the Pentagon removed his bio from its Web site after reporters noted major inconsistencies in it — yet he was allowed to get inside the office of the Pentagon’s No. 2 official.

“In effect,” a senior U.S. Army intelligence official told me, “we’ve got terrorist supporters calling the shots on our policies toward Muslims from the highest levels.”

Meanwhile, politically incorrect prophets like Coughlin have been frozen out. …

Coughlin … warned that by using ISNA and other radical [Muslim] Brotherhood fronts to endorse Muslim chaplains and recruit Muslim soldiers, they were courting enemies of the U.S. — and courting disaster. But they were too drunk with political correctness to listen. …

The Fort Dix terrorists …  talked about joining the U.S. Army so they could kill U.S soldiers from the “inside.” …  Some of them [like Nidal Malik Hasan, the Muslim terrorist of Fort Hood -JB] were inspired by al-Qaida preacher Anwar Awlaki, who on his Yemen-based Web site calls for jihad against U.S. military targets inside and outside the U.S.

But so do so-called moderate American clerics like Zaid Shakir. … Frequently booked by the Council on American-Islamic Relations (CAIR) as a guest speaker at its events, Shakir tells his Muslim audience: “Jihad is physically fighting the enemies of Islam to protect and advance the religion of Islam. This is jihad.”

Acceptable targets of jihad, he says, include U.S. military aircraft. “Islam doesn’t permit us to hijack airplanes filled with civilian people,” he said, but “if you hijack an airplane filled with the 82nd Airborne, that’s something else.”

The 82nd Airborne is based out of Fort Bragg, which is part of North Carolina state Sen. Larry Shaw’s home district. Shaw is CAIR’s new chairman. He is also a minority contractor who operates Shaw Food Services Co. near Fort Bragg. According to the legislator’s financial disclosure form, Shaw Food customers include the Defense Department. …

CAIR, like ISNA, is an unindicted terrorist co-conspirator. The FBI says CAIR is a terrorist front group and has cut off formal ties to it. So should the military. …

This enemy is hiding behind a religion, making it easier for them to infiltrate our sensitive security agencies. Communist spooks did not have such an advantage. …

Military command must stop currying favor with suspect Muslim groups and start beefing up counterintelligence activities. It must institute a policy of zero tolerance for Jihad Joes in the ranks.

And while we’re trying to digest that, here’s another piece of information we must swallow to make the heartburn worse – an Obama program making it easy for foreign Muslims to join the US armed forces:

Illegal aliens with “special skills,” such as speaking Arabic, Dari, Pushti and other languages are now allowed to enlist in the U.S military. There is NO requirement that these people be in the United States legally. No background check! A Muslim Pushti speaker could sneak across the Rio Grande today and be getting 3 hots and a cot (meals and a place to sleep) in the U.S. Military tomorrow! Even worse, he would be on a path to get citizenship in less time than any other naturalized citizen in history! Special “citizenship expediters” at military bases across the country rush their citizenship papers through in as little as 10 weeks.

Does Obama mean to pack the army with potential traitors?

Brazen treachery 9

From an IBD editorial:

The Fort Hood terrorist is … just one of many examples of jihadist traitors in the ranks of the military. Together they form a dangerous Fifth Column, and the Pentagon — thanks to institutionalized political correctness — is doing next to nothing to root them out.

Instead, brass are actively recruiting Muslim soldiers — whose ranks have swelled to more than 15,000 — and catering to their faith by erecting mosques even at Marine headquarters in Quantico, Va. More, they’re hiring Muslim chaplains endorsed by radical Islamic front groups, who convert and radicalize soldiers.

In the wake of the worst domestic military-base massacre in U.S. history, this is an outrage to say the least. And the PC blinders explain how Fort Hood commanders could have failed so horrifically in protecting their force from the internal threat there. …

Islam is the enemy of the United States. No Muslim should be allowed to serve in the US armed forces.

Consider this 33

 From the Washington Post:

China’s defense spending is far outpacing that of other nations in its region, and its aggressive development of ballistic and cruise missiles and attack submarines threatens to upset the balance of power in Asia and beyond, according to a Pentagon report released yesterday. China’s official military budget grew nearly 18 percent in 2008 to $60 billion, although the Pentagon estimates spending at $105 billion to $150 billion. Its 2005 military budget was 10 times as high as the 1989 budget, and if current trends continue, the 2009 budget will nearly double the 2005 figure, according to the report, mandated annually by Congress… The report also says China’s People’s Liberation Army is acquiring large numbers of "highly accurate" cruise missiles and modernizing its long-range ballistic missile force by making it more mobile and, therefore, more secure. "China has the most active land-based ballistic and cruise missile program in the world," it states. China continues to build up an arsenal of short-range missiles along its coast opposite Taiwan … The longer-range DF-31A missile, deployed in 2007, has a range of almost 7,000 miles and "can target any location in the continental United States," the report says …

How dangerous is Russia? 91

The population of Russia is shrinking rapidly. The global economic downturn has hit Russia hard. Is this declining nation a serious threat to the US? It shows signs of wanting to seem menacing, but is it in fact a toothless old tiger?  Is it modernizing its armament, or letting its military striking power degrade?

Consider this piece of information (Debkafile) –

The Russian Kommersant reported Tuesday, Dec. 16 that Gen. Vladimir Popovkin, head of Russia’s armed forces, visited Israel in November for talks on the purchase of a first batch of the unmanned reconnaissance drones which Georgia used successfully in its conflict with Russia last August.

– along with this (AP):

Russian warships have been plying the waters off Venezuela and Panama in recent weeks and are now heading for Cuba, but U.S. officials are not so much wringing their hands as yawning. Asked about a Russian warship transiting the Panama Canal earlier this month, Secretary of State Condoleezza Rice — who saw the ship while crossing the canal last week — told The Associated Press: "I guess they’re on R&R. It’s fine."

The Pentagon, while puzzled by the Russians’ actions, also is taking a ho-hum attitude. The U.S. military commander for the region, Adm. James Stavridis, head of the U.S. Southern Command, said that from his vantage point, there is no reason to be concerned about the Russian naval activity." They pose no military threat to the U.S.," Stavridis said in an e-mail to the AP on Tuesday. It was the first such passage by a Russian or Soviet warship since World War II.

There is no suggestion of a military confrontation, but the Russian moves are notable in part because they appear to reflect an effort by Moscow to flex some muscle in America’s backyard in response to Washington’s support for the former Soviet republic of Georgia and elsewhere on the Russian periphery. That includes U.S. missile defense bases to be erected in Poland and the Czech Republic. The Russians were unhappy with a U.S. decision to send a state-of-the-art warship into the Black Sea as part of an American humanitarian aid mission for Georgia in the aftermath of last August’s war with Russia. The Russians also are angry about the Bush administration’s push to add Georgia and the former Soviet republic of Ukraine as members of the NATO military alliance.

Under the gaze of the U.S. Southern Command, Russian ships this fall held joint exercises with the navy of Venezuela, whose president, Hugo Chavez, is a fierce U.S. critic. Navy Rear Adm. Tom Meek, the deputy director for security and intelligence at Southern Command, said in a telephone interview Tuesday that he sees little chance of Russia teaming up with Venezuela in a militarily meaningful way."I don’t think that Russia and Venezuela are really serious about putting together a military coalition that would give them any kind of aggregate military capability to oppose anybody," Meek said. "Frankly, the maneuvers they conducted down here were so basic and rudimentary that they did not amount to anything, in my opinion."

And it’s not just the Russian navy that is showing up in the West. In September, two Tu-160 long-range bombers, known in the West as Blackjacks, landed in Venezuela — the first landing in the Western Hemisphere by Russian military aircraft since the Cold War ended. Rice shrugs it off. "A few aging Blackjacks flying unarmed along the coast of Venezuela is — I don’t know why one would do it, but I’m not particularly going to lose sleep over that," she said in the AP interview Monday. She said Russia is welcome to have relations with countries in the West. "I don’t think anybody’s confused about the preponderance of power in the Western Hemisphere," Rice said.

Prime Minister Vladimir Putin has made no effort to hide his irritation at what he considers American arrogance."God forbid from engaging in any kind of controversy in the American continent," he said, referring to his Blackjack bombers flying to Venezuela for a training exercise. "This is considered the ‘holiest of the holy,’" he said during a meeting with Western political scholars at his Black Sea residence in Sochi. "And they drive ships with weapons to a place just 10 kilometers from where we’re at? Is this normal? Is this an equitable move?"

On Monday, the Russian navy announced that a destroyer and two support vessels will visit Cuba for the first time since the Soviet era. The ships are from a squadron that has been on a lengthy visit to Latin America; they are scheduled to put in at Havana on Friday for a five-day stay, navy spokesman Capt. Igor Dygalo said. Moscow’s support for Cuba fell sharply after the 1991 Soviet collapse, but the Russians have bolstered ties recently.

The joint naval exercises with Venezuela were Russia’s way of "demonstrating to the U.S. that it has a foothold in a region traditionally dominated by the U.S.," said analyst Anna Gilmour at Jane’s Intelligence Review. Still, she and many Russian analysts say Moscow’s deployments of warships are largely for show. Russia’s navy is a shadow of its Soviet-era force, having suffered from a serious lack of investment since the 1991 Soviet collapse. Many ships and submarines have rusted away at their berths, and deadly accidents occur regularly.
